I believe a very strong case could be made that the investment in MAPs would constitute a security considering:
Notes issued by a corporation for the general use of the company, where the buyer is primarily interested in the economic gain to be derived from the entrepreneurial or managerial efforts of others, would be a security. The form of the security (whether it is a formal certificate or nominal interests in the physical assets employed by the enterprise) is irrelevant. (Calling them Ad Packs or some such probably does not pass the smell test.)

Without audited financials and something showing nearly all the money is coming from paying advertisers and clicky clickers plus proof SEC and similar regulatory bodies have reviewed and signed off on this scheme, any word games these people play seems like a ruse to skirt the intent of the law.
Push comes to shove I don't see how this is not unlicensed sales people selling unregistered securities. But maybe Jets and MAPs cracker jack legal team has an answer for that.

Lastest for Jettarooski, I count 6 out of 10 RED FLAGs that something might be a scam. Not sure how to wrap that up in a neat question that does not involve WTF and are these Mappers sniffing glue?

Julie Davies P.A. – Simon Stepsys Foolishly I made a rash decision and went “ALL IN” thinking that with the help of the self proclaimed ‘Internet Guru’ I would make my money back in no time.
Once I had paid for and been through the various packages and listened to some of Simon’s Saturday morning webinars I tried contacting him through Julie Davies (who I later discovered was actually his girlfriend), I didn’t receive replies to my emails. After a few attempts and a few weeks passed, I tried to contact Simon directly by email, phone, Skype, SMS. I got a reply to an email telling me to buy tickets for Chicago which I wasn’t prepared to do baring in mind I had just spend about $5k and had little to show for it, he also told me to call him. I tried to call but could not get a reply.
I emailed again asking how to claim my incentives for going all in and eventually 3 months after signing up I got to speak to Simon. The coaching call had very little substance, just telling me to try promoting on Facebook and telling me how well people were doing with Empower. I put things into action and got about 40 people signed up to my list, none of which have converted to sales.
I have never received the $35k worth of products, leads or anything else and now realise that it was just a ploy to get me to buy all of the products as nearly all of the commission would go to Simon. I know I am not the only one that has fallen for this, I have since been in contact with at least another 6 people that signed up as I did and did not get what they were promised.
I really cannot justify continuing with my monthly fees as I have no return, looking into this further there are only a very small amount of people that actually make any money with Empower. 97% of affiliates earn less than $100 per month (source: Empower Network income disclaimer).
Simon is still sending out these emails containing empty promises just to get money out of you. If you do sign up under him be prepared to be disappointed, you will not get what you have been offered.

Over on Slimy Simon's FB Success group page, it's all got a bit boring. Lots of people appear to be being recruited (and welcomed to the group), and lots more are busy posting screenshots of their e-wallets and "lifetime earnings", but there is no evidence that anyone is withdrawing enough money to be making a living from this thing. Lots of "whoop whoop" and "Boom!" but very little substance.
Interesting too that the following word are banned:-
Share (in the context of referring to credit packs as shares)
Invest
Investment
Investing
Compounding
Interest
Do they think that they are wriggling round some regulations by not using these words then?

Every Ponzi makes this claim, and yes many newbies do think this exempts them from being an investment if they don't use the words. All you have to do is read through all the threads of closed programs and you will see they all say this and the newbies believe it. The Ponzi pimps know better, but just try to claim they don't know.

Over on the My Advertising Pays Scam Facebook page, a lady called "Sophie Lou Booth" (said to be the daughter of the Booths, they who are the communications people for MAPS) has emerged. Predictably, she says that all the naysayers will be eating their words on Monday when MAPS returnes to payments as normal.
The current excuse for the payment break over Christmas is that, er, it is Christmas and people are spending time with their families. Well, that's a new one, even BB didn't try that one!
Automated payments, in the sense of numbers on the ecreen increasing are one thing. What I'd like to see if everyone who asks for money OUT of MAPS actually getting it in their hand. It is now Monday, so, as Ms Booth says, it will be payments as normal, won't it?
And finally.....why IS Lynne Booth being the one to say yes or no to payments? Who is she, in thre MAPS organisation to be able to do this? It kinda suggests that rather than an automated system which pays everyone money when they ask for it - they have "earned" it, after all so there is no choice to be made - there is some picking and choosing of who is going to get paid and who ain't. Depending perhaps on if there is enough money to pay them. Which makes it all sound like a dodgy scheme to me. After all, millions of people take money out of banks every day, each bank does not employ someone to decide if they can have their money or not, does it?

Correction to my last post: Ms Booth did not say we would eat our words come Monday. She did launch a defence of MAPS however.
It was someone called Craig Welsh who made the Monday comment.

Isn't this just one more rider of the MAPS goat rodeo showing up with a bunch of nothingness? Last week it was Jets Filthy, next week some other random stomping their feet and having an its not a scam temper tantrum. At least Banners Broker was clever enough to have muppet Terry Stern show up and read from a script for a few months, these nitwits don't even have that.
Mapperz have one criteria for something being legit, being paid!!! They can't even get that right.

Nitwits is right, but you know, I appreciate now what a clever scam BB was. It was convincing and I hate to say it, professional. The BBTV station was an inspiration. If you compare MAPS and others like DIGADZ and ACHIEVE, they are not even a patch on BB. From abysmal websites to non existent Facebook activity BB beat this shower hands on.

And if they were spending £500k on advertising in their "real" business (double glazing, I believe) then what were they doing messing about with online schemes? It may indeed be true that they were spending that amount, but do you know what? - I don't believe it!

I said it before, if you actually have a real business that makes enough money to 'waste' that much on legitimate advertising, you do not have time to be playing these ponzi games. You are far to busy with your successful real business.
