"The Traffic Monsoon Receiver has submitted a victim claims process for approval.
While Charles Scoville has been pursing failed appeals, the Traffic Monsoon Receiver has been working towards ‘investigating options for the most time- and cost-efficient means of conducting a claims process‘.
Previously the Receiver stated that Traffic Monsoon victims wouldn’t be filing written claims. That’s still the case, with the exception of ‘the rare instance where the Claimant can establish cause‘.
For the most part Traffic Monsoon victims will be filing claims electronically, via a portal hosted on the Traffic Monsoon Receivership website.
Traffic Monsoon victims will have ninety days to file claims. Any claims filed after the cutoff date will be “disallowed in (their) entirety”."

If you were a member of TrafficMonsoon, here's what you need to know about the claims process:
Traffic Monsoon victims will have ninety days to file claims. Any claims filed after the cutoff date will be “disallowed in (their) entirety.” As of yet claim dates have not been set.
Upon submission, the Receivership will then check submitted claims against analyzed Traffic Monsoon records.
Once a determination has been made, it will be communicated to the claimant.
The claimant then has the option of accepting or disputing the claim.
Once the dispute process is resolved, the Receivership will then work towards distribution payments for allowed claims.
Don’t use anything other than the online claims portal to file a claim.
Claims submitted by mail, facsimile, or electronic mail will not be accepted, and will not be deemed timely submitted absent prior agreement by the Receiver.
The Receiver may disregard any claims submitted other than through the Claim Portal.
One account = one claim
If you had multiple Traffic Monsoon accounts in your name, you’ll need to file a separate claim for each account.
Do not file one claim for losses across multiple accounts.
If you made money in Traffic Monsoon, you are not a victim.
If the sum total you withdrew out of Traffic Monsoon in ROI withdrawals and commissions exceeds the sum total of actual money you invested, you are not a Traffic Monsoon victim.
Only Traffic Monsoon victims are eligible for distribution payments via the claims process.
Note that the reinvestment of returns is not actual money invested.
If you had multiple accounts in your name, while individual claims are required for each claim, total losses/profit are calculated in aggregate across all accounts. E.g. You had two accounts and one lost $1 and the other made $1000; You are not a Traffic Monsoon victim.
Don’t claim what you can’t prove.
If you gave Uncle John down the street $1000 to invest in Traffic Monsoon and there’s no record of it on their books, your claim won’t be allowed.
Claimants must also provide the details of any payments made by Traffic Monsoon to or for the benefit of the Claimant.
Such information will aid the Receiver in reconciling the claims.
Claimants must also answer several short questions.
The answers to these questions will be used both in the claims reconciliation process and to further aid the Receiver in her investigation of the Traffic Monsoon scheme.
The Receiver can only approve what matches up with Traffic Monsoon’s records.
If you invested with an individual and they pulled something dodgy on the backend (i.e. kept the money and gave you adpacks they generated), you’re probably out of luck.
Don’t claim imaginary returns.
The quickest way to get your claim disapproved is to claim what you think you earned or were going to earn. This includes funds in your Traffic Monsoon backoffice.
The victim claims process is for investors who lost what they invested in Traffic Monsoon. It is not for members who think they are entitled to promised returns.
Provide accurate contact details.
Make sure the Receiver can get in contact with you. Hire a translator if you need to.
Submitting a claim, doing nothing for two or three years and then asking why nobody contacted you about not getting paid is on you.
Don’t submit multiple claims.
Don’t make things more confusing by filing multiple claims for the same sum of money.
Don’t file claims on behalf of others.
By all means help Traffic Monsoon victims if they need it, but don’t file claims in your name on behalf of others.
The one exception to this is an attorney filing on your behalf.
Remember, submitted claims need to match up with Traffic Monsoon’s records.
If you signed up your pet cat and three canaries under your master account for the referral commissions, that money is probably gone.
The Receiver’s motion is pending approval. At this time the Receiver is not seeking to make distributions to Claimants. Upon completion of the Claims Process, the Receiver will seek further relief from this Court with respect to distributing funds to Claimants holding allowable claims.
If you have any questions, you must use the Receiver's contact information as only the Receiver can answer them. Do not rely on anyone else's advice or statements. I recommend that you contact the Receiver's claim portal regularly to keep up to date on the status and answers to your questions.

One more thing for the members of TM. If you think the claims process is going to be over quickly, think again. It has been 4 years since the Receiver started the claims process for Zeek Rewards victims and he is not done yet. It would not surprise me if he doesn't finish until the end of the first or second quarter of 2020. You will be lucky to get your money in 2-3 years. It is going to depend on how long it takes for the Receiver to obtain clawbacks from all the net winners of TM, and the sale of assets to add to the pool of money for the victims. Just like in Zeek Rewards, the major winners are not going to give the money back willingly or in the amount they stole. I believe the Receiver will have to take a lot of them to court to get their money back, and many of them will be in a foreign country which means she will have to hire local solicitors/barristers to go to court for her. This all takes time.
Of course there is the issue of the London flat that was sold without the Receivers permission. I am sure she has been working on finding out what happened and getting the money paid to her for it to be included in the amount of money available for the victims.
The good news is that while Charles plays the "I didn't do anything wrong mantra" by keeping appealing every court case he loses, the Receiver is using this time to firm up the accounting records as Charles did not keep any accurate records (they never do); and prepare any assets for sale when the court allows the claim process to start. She is also obtaining the courts approval for the claims process she has outlined in her last notice to the members.
In Zeek, the final payout is going to be close to 85%, but with TM there are just too many unknowns to guestimate the percentage the members will receive. We don't know: how many claims will be filed, how many approved claims there will be, how much money will be claimed, how much money will be approved for payment, and what other assets can be sold.
Many members are going to be very disappointed because they think they will get back what they invested in TM, plus the return they were expecting and promised. You won't. You will only get back what you invested, less any profits you received while in TM.
If Charles appeals count on another year before a decision is made if the court will even hear the case, and if they did for some strange reason, add another year before the case will be heard. So until all the legal cases are settled, there cannot be any claims process for payments. As I said, count yourselves lucky if the claims process can be done in 2-3 years, but if I were a betting man I would say it will more like 3-4 years.
Just think, if Charles had just gone to a civil trial and as he claimed he had done nothing wrong and TM was perfectly legal, this would have been all be over by now. Now what was that again about how Charles wanted to get the members money back to them as quickly as possible?

The appeals are over, there is no way SCOTUS is going to even consider hearing this case. The very idea is about as improbable as paying $50 and getting $55 back with no outside business.

Gregg, I agree SCOTUS will not hear the case, but I don't put it past Charles to file the appeal anyway. His attorney said he thought they had a good chance SCOTUS would hear the case. For Charles, that's all he needed to hear to appeal to SCOTUS. So far Charles' entire defense has been delay, delay, delay as long as possible to avoid going to court. The appeal to SCOTUS will just be a continuance of this strategy. We all knew he was going to lose his appeals, yet he appealed. I see the same thing happening with SCOTUS.
To me the big question that needs to be answered is where will they get the money for him to file his appeal to SCOTUS? He's broke, they owe his attorney thousands of dollars, yet they magically will have found the money to file an appeal with SCOTUS that will easily cost $100K if not more. Remember, he somehow got his London Flat sold and so far it has not been disclosed on how that happened or what happened to the money from the sale.

Lynn, I think you mean that Shirley said that the lawyer said he had a chance at SCOTUS. Even if he had the money, I doubt he could find an attorney who would file the case. Attorneys who really do practice in front of The Supreme Court have plenty of paying customers with real, viable cases to spend their time on.

That's not the question, you phucking dingbat, if you bought $10,000 advertising and that is all, you'll likely get some of that back. But if you bought $10,000 in 'advertising' and withdrew $45,000 in rebates and commissions, well, that's another kettle of fish now, ain't it? And if the difference between getting back 10 cents on the dollar and getting close to half of what you put in is, for instance, going after the extra $35,000, you'd probably agree.
FWIW, I'm about done with the endless drama when these things fail and the low percentage of them where the government gets involved and people do get refunds. As far as I'm concerned, if you're EVER been a net winner or claimed a refund from another 'program' you should have known better and should get a refund at all. Stupid is one thing, but serial stupid should be punished, if for nothing other than Darwinian reasons.

I have pleaded that concept with representatives of both the SEC and the FBI. SCAMS like MAP, Traffic Monsoon, Onecoin and USI-Tech would never get off the ground without being feverishly promoted by the greediest "internet marketers" who don't give a **** that what they are selling is a rip-off as long as they are making referral fees.
The failure to prosecute is a result of a lack of resources. Assembling the evidence and following the meticulous letter of the law to convict is an expensive and time-consuming process. The only solution I see is to have some kind of streamlined process legislated to shut down internet fraud at the same speed with which the internet proliferates it.

Cone on laidback, we all know that Charles can overcome these odds for he is special and has done nothing wrong. He is as pure as the wind driven snow. He would never ever do anything illegal. Besides the judges told him that he had a good case that should be heard by SCOTUS. Now let me translate that for you using Charles-speak: the court told him he had a right to file an appeal to SCOTUS.
Besides he has to drag this out long enough for his criminal conviction to be fulfilled before he goes into civil court to stand trial. Kind of hard to look innocent when you have a US Marshall or Utah State Police Officer sitting next to you in court. I'm just glad he is doing all of this for the good of the TM members so they can get paid ASAP, you know like 2 years ago if he had just gone to civil court.
