It's been bugging me for a while now so here goes.

Why would Paypal allow purchase money to go into the TM acount but not allow payouts.

I don't remember of hearing of another situation like this, all I have heard before is that Paypal have frozen an account so the site has had to stop using Paypal. Or Paypal have decided that a site can use their services so everything is back to normal. Purchase's and payout's.

Would this be more bs from scammer scoville.

Charles received a 30 day warning from PayPal in February. In March, his account was limited (frozen) due to suspicious activity....

So are you saying that scammer scoville stopped the payouts and not Paypal ?

No, PayPal stopped the payouts once they froze Charles' account...

So how did the situation occur that purchase money was allowed in but payouts were not allowed out until the account was properly frozen on both counts.

This being that I am remembering correctly this situation.

Purchase money was allowed in during the 30 day warning period. During that time, PayPal requested further documentation from Charles such as copy of utility bill, driver's license and/or passport, bank statement, proof of product and delivery, etc.

If Charles actually did submit the documents requested by PayPal and they were deemed relevant, PayPal would have restored his account in 5 business days. Charles did admit that PayPal chose to part ways with him....
