Aren't some of these Charles fans forgetting something important? Wasn't there a part in the SEC interview with Charles where they asked him if he would have had enough to pay everyone and admitted that it would have been impossible to do so?

You know, maybe it's just me, but, before I drew a target on my back by very publicly shooting off my mouth and proving I was a participant in an illegal fraud, I think I'd do some research on the powers of a court appointed receiver and British / American policy on cross border co operation in such matters.

USA investors are owed $56 million (10% of total)
total owed to investors $560 million (100% including USA assuming similar shortfall as USA only)
total money available to receiver to date $49 million
so total shortfall $511 millions

Assuming ALL of the $49 million can be paid back to investors then likely payout will be 9 cents for every dollar invested.

Yep I was thinking about this same thing earlier too. But a couple of points:
a) the way you have calculated it, it's not for "ever˙ dollar invested"- rather it's every dollar in the (fake) wallet totals after compounding! (That being the problem, that the total of all that is sooooo much more than what was invested!)
b) presumably the net-gainers (ie all the pimps and anybody else who managed to withdraw a lot) will not get paid more, so they should be excluded... and in fact hopefully they will be made to pay money back into the pot before it is distributed. Of course it's very hard to guestimate how much to take off the 560 for the net gainers...)

Yes you are quite right.
In that case SEC are not correct when they say there is not enough money in the kitty even to payback USA inverters, as the actual money invested by them is likely to be a lot less than $56 millions.

The SEC's wording is:

so emphasis is on the word OWED.
