One of the problems in providing such a list is, we're talking about a long established "industry" here.
An industry in which the "Fred Smith" of today can become the "Arthur Snodgrass" of tomorrow and where the fraudsters can have multiple identities running simultaneously, post from multiple I.P. numbers and use proxies and Tor as a matter of course.
An "industry" where the identities of "honest admins" are for sale for next to nothing on the "usual suspect" HYIP forums.
Here's a perfect example.
A post from the Traffic Monsoon thread on the MMG HYIP ponzi forum by the 405 post member "buitenstaander"
Take a guess who is behind the "buitenstaander" name.
Here's a clue:
Yep, Charles Scoville himself.
NOW do you see the difficulties faced by both newbies and law enforcement ??

Re: Traffic monsoon. Better than MAPS with trusted admin Charles Scoville
Another question (probably another dumb one). Of the people have been responding or commenting on this thread, who is involved with any of these schemes or something similar? I probably sounded a bit naive earlier, I can tell the difference between a truth and falsehood I've been in business long enough and lived long enough to tell the difference, and that's a real business by the way not an online scam. I was trying like I said to save a bit of time while reading through posts on the sites mentioned above so I knew who was who. For example is clear that username buitenstaander on mmg is good old Mr Scoville himself.

He never attempted to hide it. Everyone always knew it was him. He runs all of his programs under his own name. His name is his trademark in the niche. The members like him because when he can pay, he does pay. A lot of admins do not do even that. That's the meaning of the expression "honest admin", not that everything he says is true.

Trafficmonsoon - Trafficmonsoon.com
Exactly, they can set 100 new payment processors but no one will get paid as they have no money and from what i heard only handful of diehards are still repurchasing
I can see only 1 outcome for TM and many won't like it.
People are not getting paid and those that still invest fresh money in should get their sanity checked
p.s. i have several people filed dispute via paypal as they are sick of waiting and playing mind game and dealing with Scoville's issues...
This processor circus is becoming pathological when Charles is in question.

What are the chances of anyone getting their money back via PayPal? At the end of the day they've got what they bought which is adpacks so what come back do they have really cause complaining that it's a scam isn't going to be good enough.

Work under the assumption that the money is gone and the only way anyone gets paid is if enough new suckers make deposits. The death knell of any Ponzi is when payments dry up, the why doesn't much matter.

Disputes and whining probably won't cut it with Paypal. I doubt most of their employees are even in on the joke.

No, they have been TOLD they are buying "ad packs" just like Banners Broker members were TOLD they were buying "banner impressions" Zeek Rewards members were TOLD they were buying "bids" and AdSurf Daily members were TOLD they were buying "ad packs"
Every modern day ponzi has an attached "product"
Have you ever seen an "ad pack" ???
TM members claim it has two million members. Do all of them have product to advertise or have many / most of them purchased "ad packs" simply to qualify to earn??

If PayPal refuses to refund, they can whine to the bank they used to fund PayPal with. PayPal can end up in a really tight spot if it holds on to the proceeds of crime for its own enrichment.

Love simon church's advice, He must know because hes dodgy anyway lol.
'Last night I found out how easy it was to
1. Buy hacked Paypal account/s with a balance.
2. Launder the cash and wash it through various accounts.
3. remain anonymous and leave a dead end digital trail
Paypal is good at reacting to fraud.. **** at preventing it.
BE CAREFUL WHAT YOU CLICK ONLINE ..

It's easy when the amounts are not large, not so easy when the amounts are in the millions. Need a few shell companies to make it look legit to PayPal.

It's not as easy as he makes it sound, not in the get rich quick niche. You have to use professional shills and pimps, chances are they will find out who you are and sell you out for a better deal for themselves.

72 lbs isn't bad for one year. If he keeps going in this direction, he can quit the scamming business and join the prestigious fitness industry as a motivational speaker.

Pure folly this "predicament", IMO Paypal would not risk it's entire model over such a trifling sum. I don't see any scenario where PP is holding Monsoon money without the advice of legal counsel. Conversely, I don't see any situation where Charles has $50,000,000 legit in his account and doesn't get his attorney involved to free it up. The easiest for me to believe is there is very little money left or Scoville is double knotting his running shoes.
Ponzis are the only place coming to my mind where "growing too fast" means no one is getting paid and other hiccups that never involve putting money in.

"Oh look, Paypal have frozen a cool fifty mill of my money.........yawn.......you know what.........yawn..........when I can be bothered, I might get an attorney on the job and allow it to drag on for a month or so before I get him to apply for an emergency injunction"
YEAH RIGHT
That's what all "real" business owners doHow about:
"Sheeeeeit, I've been busted. Paypal has frozen the money and reported me to the Feds. I'm gonna make a run for it to a country with no extradition treaty with the USA, pretend nothing's wrong, blame everything on the members and Paypal and say God is on my side
Sounds like a plan"

That wasn't the point. Holding is one thing, what PayPal ends up doing the money is another one. If PayPal doesn't use it to refund on disputes from the members, where is the money going? PayPal's pockets? That would be holding on (not just holding temporarily for the purposes of the internal investigation) to the proceeds of a crime.
ETA: And how about all the fees PayPal has made from the TM transactions? Those are the proceeds of the crime as well. If the fees are not added back to the pot for the redistribution to members, what does it make PayPal exactly?

Re: Traffic monsoon. Better than MAPS with trusted admin Charles Scoville
Aren't we getting ahead of the game here by criticizing Paypal ??
It's all very well to be proposing theoretical "what if" scenarios, especially against banks and money services businesses.
After all, who likes banks, right ???
To accept Paypal is somehow complicit in what's happening is simply ludicrous.
To go on to suggest Paypal has somehow avoided its' responsibilities and put its' multi billion dollar business at risk in order to make a piddling amount of fees from Traffic Monsoon members is nonsense.
This how the system works.
Banks and Money Services Businesses report suspicious transactions.
If enough are reported, the account/s are frozen, the ponzi admin tells members some B/S story about why the account is frozen, the investigators investigate, by now having full access to the account records and Bob's-your-uncle.
The offender/s are prosecuted, the money is safe and the members are left holding the metaphorical bag..
IOW, exactly as the anti crime and anti money laundering laws are designed to work.
The only thing necessary for the triumph of evil is for good men to do nothing

We shall live, we shall see, but this wouldn't be the first time PayPal stole from their customers. After all, they did start out as an illegal payment processor, and the old tactics die hard.

Really ???
I thought it started as a money transfer business within Confinity, merged with Elon Musks' online banking service, X.com which terminated its' banking service and focused on the money transfer side of its' business, was renamed PayPal in 2001, was publicly floated in 2002 and bought by Ebay later that year.

And in 2004 it was still operating without licenses in the individual states. The states complained, and PayPal coughed up the cash for licenses after that.

TM's cash isn't the only money from revshares PayPal has made. It's just the largest right now. Where did the rest of the revshare and other ponzies moneys go? You guessed it right, PayPal still has it.
