The first thing is for sites that have a presence in the USA to be required to police themselves more effectively. I reported that profile on Facebook from my real profile. Nothing was done and there is no way on Facebook to explain why a profile is fake or a business is a scam, so the reporting options are practically worthless.
Once he asked for money I was able to report that conversation with my alias and finally the profile was removed and then his replacement profile zapped as well. That is three weeks of scamming time and I had to waste hours engaging the scammer when it was so obviously a fake profile. The internet is something of the wild west and I do believe owners need to be held accountable for doing what is reasonable to monitor content that allows obvious scammers to hurt victims.
A fake twitter account was set up under my name and I had to send in a copy of my driver's license etc., but they took my complaint seriously the first time and got the fake page down. Facebook can easily access conversations for reported profiles and see what these low life creeps are doing. Scammer boy was probably stringing long at least a dozen or possibly several dozen women simultaneously and could have been stopped before much money changed hands. The scammer had comments on his page accusing him of being a scammer. That should flag in the software immediately.
Education is also a key. Everyone needs to know to check their own names online. More than a few military men have spent considerable time getting sites to remove fake profiles fraudulently using their names and likenesses. The Army's CID has been on this problem as well:

Haven't lost any money to online scams.......results are typical.
