A few preliminary comments...

There appear to be two admins running and handling the money in this gifting scam. Germaine Goodman (formerly Germaine Scarborough) of Maryland, and Linda Martin of Colorado.


Germaine is located at:
225 Chestnut Way, Salisbury, MD 21804
So are Allan Willard Scarborough, Dean Goodman, and James Ellis Scarborough, all members of this scam with her. Germaine and James share real estate ownership, and had a property tax issue a few years back that helped me confirm the location. Allan also has real estate registered from this address.
Germaine has an extensive history of wire fraud, mail fraud, and gifting scams. I'll get into the details in a day or two, work permitting.

Linda is located at:
3930 Beltana Dr., Colorado Springs, CO 80920
and vehemently insists that gifting is legal, even when faced with proof from the IRS and from state laws.
From email communications, I get the impression that she takes after the coarser, less savory stereotypes of the Tea Party. Joe Martin is her husband.
