Thread: Kilgore College Hires Derrick Logozzo (Dallas College / DCCCD Richland Music Advisor Out of State Tuition Scam)

An Associate's Degree is 60 hours. Only 60-66 hours will transfer. Anything more than 30 hours over a degree at a state university in Texas can result in students and their paying parents being slapped with out of state tuition (which financial aid does not cover.) All attempted hours count. At 150 credit hours (120 credit hour Bachelor's Degree + 30 credit hours) out of state tuition is charged at Texas Universities. At 90 hours financial aid at Richland is exhausted. At 180 credit hours financial aid ends.

There are armies of music majors at Dallas College Richland Campus that are dreaming of being big rock stars, opera divas, big shot music producers, audio techs, performance majors of various description and more. Much of that is pure fantasy and the Richland Campus has much more limited course offerings than the advisors lead students to believe. These students are using up their in-state and financial aid eligible hours on dozens of hours of music nonsense (ensembles and private lessons etc.) that will not lead to gainful employment. All attempted hours whether financial aid was applied for or received count toward the financial aid limit.

DCCCD / Richland College has degree plans and Guided Pathways so that students will take only what is necessary to graduate and transfer. Music Department Chair, Derrick Logozzo and Choir Director, Melissa Logan are the advisors in the department. They openly defy the college administration by refusing to follow Guided Pathways / degree plans and putting students in excess hours far over what will transfer.

Many of Logan's and Logozzo's students would never be accepted into a music program at any other college or university. They do not have the musical background or skills to succeed and complete a Bachelor's degree or make a living in the music industry.

Logan and Logozzo put students into ridiculous numbers of hours (100 - 161) in order to fill their own music chairs for $$$$$$$$. Not to mention, many students that are dozens of hours over an Associate's Degree and what will transfer have not been placed in enough core classes to earn their degrees. Only a handful of students graduate with their Associate's Degree and/or transfer. Of those few that transfer, only a tiny fraction ever complete a Bachelor's Degree.

Dallas College Richland Campus has the best adjunct professors available. These incredible musicians can't serve students in a program that is run by dishonest, predatory advisors. The music department is a mess and the NASM (National Association of Schools of Music) accreditation being lost is due to these advisors that are totally mismanaging the program.

ASSOCIATE OF ARTS DEGREE WITH A FIELD OF STUDY IN MUSIC

This degree plan is designed to meet the needs of students who plan to major in Music and transfer to a four-year college/university. This curriculum applies to the Bachelor of Music degree, but also may be applied to the Bachelor of Arts or other baccalaureate-level music degree as deemed appropriate by the awarding institution. The field of study in music included in this degree is approved by the Texas Higher Education Coordinating Board. This degree plan will constitute a 60-semester-credit-hour transfer block to any public Texas four-year college or university.
Transferring students who have completed the field of study curriculum must satisfy the competency and proficiency requirements of the receiving institution. Transferring students shall not be required to repeat courses transferred as part of the field of study curriculum. However, diagnostic assessment of transfer students is permissible if the receiving institution routinely conducts diagnostic assessment of native students at the same point in the program of study.
Completion of the field of study curriculum shall not prevent a receiving institution from requiring additional lower-division courses that may be necessary for specific degree programs. Receiving institutions may require transfer students in specialized programs (e.g., jazz studies, performance, composition, music therapy, etc.) to take additional degree-specific lower-division courses that are not included in the field of study curriculum. Receiving institutions are not required to accept a grade below "C" in transfer.
In order to be eligible to receive this AA degree, a student must:

1. Complete a minimum of 60 credit hours including all the required courses listed;
2. Earn a grade of "C" or better in English 1301 and the selected college-level mathematics course;
3. Receive a GPA (2) of at least 2.00 ("C");
4. Meet all Texas Success Initiative (TSI) requirements and course prerequisites; and
5. Complete at least 25% of the credit hours required for graduation through instruction by the college awarding the degree.

Students who plan to transfer must work closely with an advisor/counselor and music coordinator at the college.
This degree does not include all Core course requirements.

Edited to add: Texas A & M Commerce is one of the few schools to even offer students a chance to appeal the out of state tuition. Of the few Richland music students that have managed to transfer to other universities I have had it confirmed to me in writing that these students will be charged out of state tuition (which financial aid doesn't cover) as is clearly stated on their websites and that Derrick Logozzo and Melissa Logan have been made aware of numerous times from numerous sources including advisors and transfer specialist at Richland. Richland music advisors are defrauding federal financial aid and the students paying for classes (that they do not need and will not transfer) that are exhausting their financial aid and eating up their in-state tuition hours available.

Undergraduate Funding Limit Rules

This legislation is an attempt to offer a financial incentive to encourage students to complete degree programs in a timely manner. Students are then subject to penalty for excessive hours.
If you are a Texas resident and you enrolled in any Texas public institution of higher education BEFORE Fall 1999 you are exempt from the Undergraduate Funding Limit Rule.
If you are a Texas resident and you enrolled in any Texas public institution of higher education for the first time in Fall 1999 or later, the following provision applies to you:
Students affected by the 45 hour rule
Texas Education Code §54.014 provides that there is now a limit on the number of hours an undergraduate Texas resident may attempt while paying in-state tuition. Students who started Fall 1999 through Summer 2006 and attempt 45 or more semester credit hours beyond the hours required to complete their degree could be charged tuition not exceeding out-of-state tuition rates for these excess hours.
Students affected by the 30 hour rule
Students who started Fall 2006 and thereafter and attempt 30 or more semester credit hours beyond the hours required to complete their degree could be charged tuition not exceeding out-of-state tuition rates for these excess hours. Students who have not selected a major are considered, by state law, to have degree requirements of 120 hours.
Developmental courses are excluded from these rules.
For example: If your approved degree plan requires 120 semester credit hours, and you started your higher education between Fall 1999 and Summer 2006 then for every credit hour you attempt beyond 165 (120 + 45), you will be charged out-of-state tuition rates.
If you started your higher education Fall 2006 and thereafter, then for every credit hour you attempt beyond 150 (120 + 30), you will be charged out-of-state tuition rates.
{Please note that all hours in which a student was enrolled at any Texas public institution of higher education, community college or 4-year public institution, are counted for the 45 or 30 hour cap whether or not the hours are accepted for transfer at Texas A&M University-Commerce.}

New undergraduate students enrolled in an institution of higher education fall 1999 or afterward are subject to the conditions of Senate Bill 345 passed in the 76th Legislative Session. This law states that a resident undergraduate student whose attempted hours exceeds, by at least 45 semester hours, the number of hours required for completion of the degree program may be charged tuition at a higher rate. The higher rate will not exceed the rate charged to non-resident undergraduate students. A resident student is one who has met the requirements to be classified as a resident of the State of Texas for tuition purposes.

30 Hour Rule
First time undergraduate students enrolled in an institution of higher education fall 2006 and thereafter will be charged tuition at a higher rate if they exceed 30 semester credit hours over that required for a degree program. Courses dropped or withdrawn are counted as attempted hours and count towards the 30 and 45-hour rule.

The records reflect this students first three years at Richland. This student is now in their 4th year at Richland They will have completed everything else they need at the end of this spring semester except for some core hours that they will have to come back to take. They have been put in piles more hours of the same music nonsense for this year that won't transfer as happens every semester to all the music students. This student is now approaching 160 credit hours. The hours over the 60 - 66 that are normally transferable puts this student in out of state tuition at a four year state university in Texas. Note that the advisor is Derrick Logozzo. This student has run out of financial aid at Richland (a 60 credit hour degree equals 90 hours being eligible for financial aid) and will run out of financial aid when they transfer at around 180 total hours, so they will have to complete a degree with many semesters in out of state tuition and no financial aid eligibility.

A student may apply for and, if eligible, receive financial aid for attempted credit hours that do not exceed 150 percent of the minimum number of hours required to complete the student’s primary program of study. All hours attempted toward the completion of a program of study will be counted regardless of whether financial aid was received or not. Credit hours transferred to each of the colleges of DCCCD are counted when calculating the 150 percent maximum time frame.

This student is short 7 credit hours of the 60 hour Associate's Degree. If this student transfers to a state college in Texas the out of state tuition will be outrageous.

As of fall 2019 this student was back for a 4th year taking more ensemble hours. What happened to the full ride at Capital University, Derrick Logozzo's Alma Mater, that Logozzo had out to audition students at Richland in spring 2-19 and the other universities this student applied to and auditioned for?

This student is not on the graduation list for this year, June 2020, nor on Logozzo's list of graduating and / or transferring students.

The Richland Music program is failing these students egregiously!

This student got into Melissa Logan's Alma Mater, Midwestern State University along with about 4 others. She will be facing out of state tuition after 29 credit hours and the others will soon as well. MSU does not entertain appeals. After taking 62 credit hours there she will not be eligible for any financial aid and the others will be in danger of exhausting theirs as well as all are way over hours due to Melissa Logan's & Derrick Logozzo's predatory advising. I confirmed this in writing with this university.

Subject: MSU's current Excess Hours Policy

Hello,
I’m not sure how much this will help or influence the situation, but here is MSU’s current Excess Hours Policy with a few portions highlighted for emphasis.... MSU advises students to avoid taking excessive hours that do not apply to their 4-year degree plan.

The Texas Legislature established that universities will not receive funding for students entering higher education in Fall 1999 or later or who exceed 45 semester hours above the degree requirements. For students entering Fall 2006, this limit is 30 hours above the degree requirements. Effective Spring 2013, the Board of Regents has determined that MSU will assess an additional tuition charge of $150 per semester credit hour for excess semester credit hours in which students enroll above these limits. To avoid being charged extra tuition, students should be aware of the number of credit hours required for their degree programs and avoid taking excess hours. Numerous drops, withdrawals, and changes of degree programs can also affect this status.

This student is continuing to pile on music credit hours (MUAP) this summer (2019) and more MUEN and MUAP through the 2019-2020 school year despite being well into out of state tuition and nowhere near getting the 60 hour Associate's Degree. This student was and likely still is 19 hours short on core classes and has piles of music hours that are not transferable.

College For All Texans: Transferring Colleges

Myth

There is no limit on the number of credit hours a college or university can accept from a community or technical college.
Fact

No university is required to accept more than 66 community college credit hours, whether in transfer or toward a degree.

SMU said it will accept only 60 hours in transfer when their representative came to Richland for the transfer recital day. A & M Commerce takes up to 66 hours in transfer. Students should get to the Transfer Center during their first semester at DCCCD / Richland and get information from the colleges they may wish to transfer to and follow that degree plan or the Guided Pathway / Associate's Degree to the letter! Derrick Logozzo and Melissa Logan are filling chairs in their ensembles and classes and students and their parents will be dealing with financial aid possibly running out and / or out of state tuition if the student transfers to a state 4 year university.

Who has been made aware of this horrific advising mess you ask??? Well, Vice Presidents that report directly to the Richland president, who claimed when we spoke on the phone a few weeks ago that she had not been aware of this disaster, but as the DCCCD board and two state senators were made aware of the issue by me recently that it was going to be handled.

What can happen when transferring you ask? Well, students may fail or drop classes. Students may withdraw because of personal or health issues. Students may test and have to repeat Music theory and Aural Skills classes. They may need to take additional MUAP (private lessons) to get to the required skill level and or prepare for Junior and Senior Recitals. They may have core hours that will not transfer. They will have to take additional recital hours which are required, but not on the official degree plan. They may have other courses that are not on the degree plan that they will be required or wish to take. So, it is imperative that DCCCD / Richland not put students in any hours that are not absolutely necessary to transfer. This excessive hour nightmare on the taxpayers dime that can cause students to lose financial aid and land in out of state tuition must be stopped!!! There is also no excuse for these students not graduating after two years with their Associate's Degree.

This student was back summer 2019 and through the 2019 -2020 school year taking piles of MUAP and MUEN ad nauseum. This student has failed Music Theory and will have to stay for third year putting them dozens of hours over the degree plan. This student will like so many others exhaust their financial aid and then get socked with out of state tuition at a 4 year Texas university should they try to transfer at all. The excessive hours began from day 1 with Derrick Logozzo advising. The student racked up the hours shown in 1 Summer and a Freshman year that was basically devoid of core classes. Inexcusable!

Melissa Logan drowned this student in unnecessary hours. This student is among the few that has actually walked out with the Associate's however. But, 128 hours for a 60 hour degree of which 66 will transfer leaves this student 62 hours over and well into out of state tuition. This is reprehensible.
