    This music program is an unmitigated disaster. Foundations / Fundamentals of Music is not Freshman Theory. It is a class no music major at any real school would take. Logan and Logozzo place almost all of the students in these classes that won't transfer. Music Majors take Theory I and Sight Singing and Ear Training I. The real Freshman Theory is a difficult class that weeds out those that can't make it in a music program or won't put in the work. 6 hours of Fundamental is just keeping students trapped in a program that is placing them in excessive hours that could lose them financial aid and put them in danger of having to pay thousands of dollars in out of state tuition.

    The MUAP is not cheap lessons. It equals hours that won't transfer if students go beyond 8 hours (2 per semester for only 4 semesters) which must be on one instrument only. When students don't take their private lessons seriously and practice 15 hours a week or more, then they are not benefiting from these lessons with the best instructors available anywhere.

    Voice Master Class is not on any degree plan for any singer / choral student anywhere on the planet, but Richland continues to force its students to take this non-transferable class.

    Any MUEN hours beyond the 4 in a Richland degree is unlikely to transfer either. Degrees at real 4 year universities have between 7 and 12 hours of ensembles total. Students wanting more experience that actually have the time could take an ensemble as continuing education credit at Richland or join the many community groups that meet in the area that are led by highly educated and successful musicians. Students being snowed under with non-transferable credit classes at Richland is not acceptable.

    Music Advisors are not placing students in core classes, which should be the primary focus for Freshman and Sophomore students that may change majors.

    (For students with an academic standing of "good")
    The maximum academic load is 18 credit hours of course work per semester or five classes plus physical education. You must receive permission from the appropriate college official to carry a heavier load.
    I believe this is actually a high school student. This poor kid had 19 hours in the fall and an unbelievable 30 hours in the spring. The Non Music Advisors would never surpass 19 hours total, so the two music advisors once again went hog wild and totally snowed this kid under in order to fill chairs. These hours won't put the student in out of state tuition as they are dual credit, but who would still be alive after taking so many hours? No high school student would ever be in this many equivalent classes. Where is the Superintendent, Donna Walker.

    Almost all of these music majors were placed in Fundamentals / Foundations which again is not for music majors and not on any degree plan. The Steel Band is putting students way over hours and as it is a percussion ensemble would not be transferable for anyone but a percussion major most likely as it is not an ensemble for the principal instrument of the vast msjority of students. This advising is absolutely unbelievable, especially in light of the fact I was communicating with Richland Administrators including Vice Presidents last November. These music advisors should know the degree plans at Richland and all the nearby colleges where students often transfer inside and out. The chair filling party on the taxpayers, students and paying parents dime must be stopped pronto!

    Compare what the Richland students took with what is on the degree plans they may wish to follow at UTA (University of Texas At Arlington.) Clearly, most of the hours they are taking and will undoubtedly continue to take are not on these degree plans and will not transfer. The music advising at Richland is a complete disaster for the students, their paying parents and the taxpayers that are throwing thousands down the toilet per student. Derrick Logozzo and Melissa Logan worked in tandem to put these kids into a complete mess. These students are careening toward out of state tuition hell.

    Undergraduate Funding Limit Rules

    This legislation is an attempt to offer a financial incentive to encourage students to complete degree programs in a timely manner. Students are then subject to penalty for excessive hours.
    If you are a Texas resident and you enrolled in any Texas public institution of higher education BEFORE Fall 1999 you are exempt from the Undergraduate Funding Limit Rule.
    If you are a Texas resident and you enrolled in any Texas public institution of higher education for the first time in Fall 1999 or later, the following provision applies to you:
    Students affected by the 45 hour rule
    Texas Education Code §54.014 provides that there is now a limit on the number of hours an undergraduate Texas resident may attempt while paying in-state tuition.     New undergraduate students enrolled in an institution of higher education fall 1999 or afterward are subject to the conditions of Senate Bill 345 passed in the 76th Legislative Session. This law states that a resident undergraduate student whose attempted hours exceeds, by at least 45 semester hours, the number of hours required for completion of the degree program may be charged tuition at a higher rate. The higher rate will not exceed the rate charged to non-resident undergraduate students. A resident student is one who has met the requirements to be classified as a resident of the State of Texas for tuition purposes.

    30 Hour Rule
    First time undergraduate students enrolled in an institution of higher education fall 2006 and thereafter will be charged tuition at a higher rate if they exceed 30 semester credit hours over that required for a degree program. Courses dropped or withdrawn are counted as attempted hours and count towards the 30 and 45-hour rule.

    Notice the Color coded hours and compare them with the piles of garbage the Richland music advisors are putting students in. UNT has specialized music core classes Richland does not offer. Richland students need to see the transfer specialist in their first semester and be working with advisors that will actually get them in classes that will transfer to the college of their choice. Snowing students under with extra ensembles and extra MUAP/ MUAC (private lessons) that are not on these degree plans totally sabotages the students at Richland. They can't put in the practice time of 3-4 hours a day on their principal instrument and an hour or more on piano to meet the level required to graduate from these real schools. Any attempted hours not on these degree plans are hours that count toward out of state tuition. Richland students will transfer to these school many hours over and may face out of state tuition to finish their degrees. Bad advising hurts students, parents and wastes tax dollars.

    Obviously Richmond College Music Program is out of control due to irresponsible music counselors. What can be done to stop this? Who do the parents complain to at the school or the state level? Would it be the state board of education, college accreditation commission, or ??????

    This is a Texas Common Course Number.
    Course Description: Introduction to the basic elements of music theory, including scales, intervals, keys, triads, elementary ear training, notation, meter, and rhythm. Course does not apply to a music major degree. (3 Lec.)

    Melissa Logan and Derrick Logozzo have placed almost every music major that enrolled in the previous incarnations of this course (6 totally wasted hours that go toward out of state tuition.) They are still doing it. Notice, that it is not applicable to a music degree and is a PRE college course. No music major should ever have been put in the various versions of this joke of a course and none should ever be placed in it in the future. Melissa Logan, one of the errant advisors, teaches this course. Just another way to hold students hostage for extra semesters and run them way over hours so that they risk losing financial aid and / or paying out of state tuition if they transfer to a 4 year state university. If the student is not ready for college level theory, then there should be questions as to whether a music degree is a good choice for that individual.

    The music advisors need to be immediately removed. The department needs fresh blood...people who will advise correctly and follow the Guided Pathways and degree plans for transfer colleges to the letter. If they wish to keep their accreditation, they need to run the program like the real schools do. Place the students in 1 ensemble per semester, 1 (2 credit hour MUAP) private lesson per semester. They need to require real practice (3-4 hours per day), piano proficiency practice for at least an hour a day and regular attendance. Students need to audition in and be given real evaluations and made aware of the requirements for the degrees they are interested in. They need to know what jobs their degree may lead to. The program should only keep students in the program that have the ability and work ethic to go forward. Students need honest answers and accountability. Richland music is a complete mess.

    I have been to all levels of the administration at the college proper. The DCCCD (Dallas County Community College District) board has been made aware. A state senator has been following the situation and now that they are out of session he has contacted the Chancellor's office. The college president, Dr. Kay Eggleston, phoned me and insisted they need time. Supposedly, Diane Hilbert, the Dean of the school, is reviewing those same records that I posted representative sample from as is expected to make recommendations at some point.

    Parents would have no clue how horrifically awful the advising is. Several semesters after junior has transferred to a real 4 year state university, that student gets a love letter telling them that they have excess hours and will be charged out of state tuition. The students can appeal if it is their final graduating semester, but they are asked about what hardship or extenuating circumstance led to them being over credit hours. All they can say is that their crazy advisor from Richland told them they had to take all this crap and proceeded to place them in it. The students naturally trust these advisors that are putting them on the road to out of state tuition hell. Heartbreaking!

    Communication at the school and district is very poor. From talking to numerous people in various departments, it is clear that the general advisors are doing fantastic. The Transfer Center is also fantastic. The two music advisors are the real problem. Apparently, they seem to think loading students in 4 ensembles a semester and gobs more classes that wont transfer makes it look like they have a successful and growing department. The records of the students tell another story!

    It goes without saying that this is going to blow. Angry students and parents will come out of the woodwork and lawsuits are a real possibility. There is simply no excuse for what is going on and the lack of oversight at this college and district.

    I should note that I only found out about excessive hours because my daughter has been attending my old almamater and I wanted to go back and bone up. I signed up for recital class. On October day in 2018 the Transfer Specialist and representatives from 4 colleges including my other home planet as I call it (Texas A & M Commerce) came to talk to the students. When the transfer specialist made a remark about taking only what was on your degree plan I had a good snicker. Including graduate school hours I clocked in at over 240 credit hours. I was greatly amused until she explained the law from 2006 quoted below. Then I was practically in a murderous rage as I glowered over at the advisor who had put my daughter in enough excess hours to sink the Titanic. I knew immediately that she was in real trouble. So, I would bet that most of the paying parents have no idea that their little one is being put in piles of classes that will not transfer, may lead to loss of financial aid and may lead to out of state tuition by the music advisors.

    Undergraduate Funding Limit Rules

    This legislation is an attempt to offer a financial incentive to encourage students to complete degree programs in a timely manner. Students are then subject to penalty for excessive hours.
    If you are a Texas resident and you enrolled in any Texas public institution of higher education BEFORE Fall 1999 you are exempt from the Undergraduate Funding Limit Rule.
    If you are a Texas resident and you enrolled in any Texas public institution of higher education for the first time in Fall 1999 or later, the following provision applies to you:
    Students affected by the 45 hour rule
    Texas Education Code §54.014 provides that there is now a limit on the number of hours an undergraduate Texas resident may attempt while paying in-state tuition. Students who started Fall 1999 through Summer 2006 and attempt 45 or more semester credit hours beyond the hours required to complete their degree could be charged tuition not exceeding out-of-state tuition rates for these excess hours.
    Students affected by the 30 hour rule
    Students who started Fall 2006 and thereafter and attempt 30 or more semester credit hours beyond the hours required to complete their degree could be charged tuition not exceeding out-of-state tuition rates for these excess hours. Students who have not selected a major are considered, by state law, to have degree requirements of 120 hours.
    Developmental courses are excluded from these rules.
    For example: If your approved degree plan requires 120 semester credit hours, and you started your higher education between Fall 1999 and Summer 2006 then for every credit hour you attempt beyond 165 (120 + 45), you will be charged out-of-state tuition rates.
    If you started your higher education Fall 2006 and thereafter, then for every credit hour you attempt beyond 150 (120 + 30), you will be charged out-of-state tuition rates.
    {Please note that all hours in which a student was enrolled at any Texas public institution of higher education, community college or 4-year public institution, are counted for the 45 or 30 hour cap whether or not the hours are accepted for transfer at Texas A&M University-Commerce.}
    You may appeal this rule by filling out the 30/45 Hour Appeal Form
