    Dallas College clearly needs to consolidate and rework its music department. The Richland Campus Music Advisors, Derrick Logozzo and Melissa Logan should be removed as they have defied administrators and staff and flouted district policy placing students into dozens of excess music hours that exhaust the students' financial aid and lands them in out of state tuition at Texas Universities.

    The Richland Campus no longer has a choir room or the practice rooms and facilities to support a choral program. Other Dallas College campuses have incredibly qualified directors and the facilities to host the choral programs for Dallas College.

    The instrumental programs could combine and then classes would actually make. Ensemble class sizes could be set at numbers that make sense. Combos should have 5 or so students. Guitar ensembles and other specialized groups should be kept at small workable numbers. Dallas College is a disorganized mess and students can't depend on classes to make and the taxpayers take a bloodbath on this program.

    The abysmal numbers speak for themselves. These numbers are worse due to the pandemic, but historically there have been way too many music program offerings and many classes don't make. The nonsense from Dr. Eggleston at Richland about how Derrick Logozzo has been growing the program is unbelieivable. The taxpayers want an excellent program (that follows degree plans and does not waste financial aid or put them into out of state tuition) that will save them money by having their music students live at home for the first 2 years of a 4 year college experience (not the 3-5 Logozzo and Logan sign them up for) and they want excellent offerings for the taxpaying community members to enjoy for enrichment. No one wants to pay for this disaster!!!

    Excessive Hours


    Students should take care when selecting additional courses to be transferred toward a Baccalaureate degree. House Bill 1172 allows an institution to charge the equivalent of out of state tuition for credit hours taken beyond the state limits. State limits are:
    For students entering public Texas institutions Fall 1999 - Summer 2006 who attempt 45 hours beyond what is required for Baccalaureate degree (120 hours). For students entering Fall 2006 and thereafter who attempt 30 hours beyond the hours required for a Baccalaureate degree. It is recommended that students take minimal hours beyond degree requirements to avoid possible higher tuition charges at the institution to which they are transferring.
    Wow! It's in the catalogue. Do any students actually ever find this and read it???? When are Derrick Logozzo and Melissa Logan going to acknowledge this truth and actually advise students by the Guided Pathways as the administration says they must do to address this serious issue?

    Music (A.S.)

    At real schools that prepare students to transfer they follow a degree plan to the letter that is only what will transfer ...60 hours. Recital is required but is a 0 credit hour course as it should be. Students only take 1 ensemble per semester for four semesters, 2 credit MUAP (private lesson) each semester for four semesters and get their piano proficiency requirement met. This Associate's Degree will transfer as a block and students are taking classes that are on the degree plans at a real college. They will never have to worry about paying out of state tuition or exhausting their financial aid.

    Dallas College's Richland Campus has had dirty advisors filling chairs for years. The records posted here tell the whole tragic story! The predatory advisors must be removed and the programs at Dallas College consolidated into a real music program that will get students degreed and those that wish to transfer out in two years and on to finish with only the hours they can transfer!

    New leadership roles within the Dallas College structure were announced Thursday in an email from Chancellor Joe May.
    The decision comes a week after the district was given the green light from the accrediting agency on consolidating into one college, an initiative that was started last August.
    All of the newly filled positions came from a talent pool of people within the district.
    Shawnda Floyd, the previous executive vice president of academic affairs and student success at North Lake, has been appointed provost. She will oversee the vice provosts, e-learning and academic services such as faculty professional development.
    Mike Walker, Eastfield’s executive vice president of academic affairs and student success, was named vice provost of Dallas College’s School of Business, Hospitality and Global Trade.
    In addition to Walker, six vice provosts and two vice chancellors were appointed from the district and are effective as of July 1.
    “We want to extend our heartfelt congratulations to Dr. Walker on this appointment,” President Eddie Tealer said in an email. “While this will be a great loss for us, we know that he will do great things in this exciting new role and we are very happy for him.”

    May said the vice provosts “will serve as academic leaders and will oversee instruction, faculty, and pathways across programs in their schools.” Their positions are below.

    • Senior vice provost of Academic Services: Greg Morris, previous executive vice president of academic affairs and student success at El Centro.
    • Vice provost of Educational Partnerships: Anna Mays, previous associate vice chancellor for educational policy for the district.
    • Vice provost of the School of Creative Arts, Entertainment and Design: Solomon Cross, previous executive dean of the Liberal Arts and General Education Transfer Division at Cedar Valley College.
    • Vice provost of the School of Education: Rob DeHaas, previous dean of the Early Childhood Education Baccalaureate Institute at Brookhaven College.
    • Vice provost of the School of Health Sciences: Juanita Zapata Flint, previous executive dean of Health and Human Services at Brookhaven College.
    • Vice provost of the School of Engineering, Technology, Mathematics, and Sciences: Raghunath Kanakala, previous executive dean of the School of Engineering and Technology at Richland College.

    Beatriz Joseph, former president of Mountain View, will be the new vice chancellor of student success. She will oversee admissions, advising, enrollment, financial aid and job placement, according to May. She will also oversee the teams that support students throughout their enrollment.
    Pyeper Wilkins, former chief advancement officer for the Dallas County Community College District and executive director of the DCCCD Foundation, was named the new vice chancellor of workforce and advancement. May said she will oversee partnerships with employers, donors, and alumni, as well as collaborate with the vice provosts and campus presidents to make sure Dallas College programs meet market needs.
    The vice provost positions for the School of Manufacturing and Industrial Technologies and the School of Law and Public Service have not been filled yet, according to May.

    “Unfortunately, we did not receive the level of interest in these roles we’d hoped for and will now extend the search for these positions to include external candidates,” he said.
    Interim leadership for those positions will be named at a later time.
    May said it was important to get the new leadership in place so these individuals can give input as the district continues transitioning to one college.
    “We are creating the foundation for a new college, so we want to be strategic, methodical and collaborative as we map out the next steps,” he said.
    How many more layers of administration do we need? The taxpayers are spending way too $$$ for a program that is disorganized and hurting students. Why not more full-time qualified faculty, better pay for adjuncts and advising that gets students what they need to transfer or get training for real gainful employment???

    This smacks of the "drawbridge story!"
    A little town has a drawbridge across a channel and hired a fellow to operate the bridge when
    necessary for water traffic to pass. As the town grew, they established a "Drawbridge Department",
    complete with Manager, supervisor, Lead Operator, accountant, and Human resources head.
    The accountant discovered that the Drawbridge Division was over budget and needed to reduce
    expenditures. At a meeting to discuss the problem, it was decided that to cut costs they
    would have to lay off the opertor!
    It seems like in this "industry" common sense is not all that common!

    The numerous emails begging students to enroll are beyond ridiculous. Students are adults and should not be endlessly hounded to sign up. The students have zero need for any appointments with these predatory and dishonest advisors. All students should go to Career Services, the real advisors that were in Thunderduck Hall (now available by email) and the Transfer Center. Students should take only what is on the Guided Pathway or specifically required on the degree plan of the college they are transferring to that the wonderful advisor in the Transfer Center will get one in touch with. Why these advisors who have exhausted the financial aid of countless students and landed many in out of state tuition have not been removed is beyond reason!

    Richland College no longer exists, so I doubt the NASM accreditation still is valid. Richland is just one campus of Dallas College. Richland is already graduating students that have not set foot in the music department. Any substantive change required NASM be notified so that they can review and approve it.

    The wild hiring spree adding more layers of administration added a Vice Provost over all the arts.

    One would think that the predatory advisors would be removed as they combine and consolidate the college's music department into one cohesive entity that is spread more efficiently across the campuses. The wonderful full-time faculty that have been serving and advising honestly should be rewarded with their programs being expanded going forward and perhaps some of them brought in to Richland. As Richland no longer has a choir room or near enough practice rooms, choirs and vocal ensembles should be hosted at the other campuses. The MUEN enrollment has changed little from above.

    ....In his Forbes article, Are Universities Increasingly Liars And Con Artists, Vedder – the cantankerous emeritus professor of economics at Ohio University, and Director of the Center for College Affordability and Productivity – takes on what he sees as a growing culture of deception in American higher education....

    While excoriating accreditors for doing nothing, Vedder’s case goes further, attacking the “morally untenable” marketing and enrollment practices that imply enrolling in college is a “relatively risk-free path to a prosperous life, which it is not. Do the colleges tell you up front what their dropout rate is, or point out a large percent of freshmen don’t make it into the sophomore year? Do they point out that a significant portion of their graduates is underemployed?”According to New America’s Director of Education, Kevin Carey, college financial aid award letters “appear to be deliberately deceptive.”

    Last month, UT Arlington’s George Siemens tweeted: “I no longer think that there is a huge difference between for-profit and public higher education. Sit in enough faculty meetings, meet with enough leadership, and it becomes clear it's all about money. The difference between for-profit and public is mainly about appearances.

    There are many reasons employees lie and cheat... over 90% of students attend public and non-profit institutions...

    In 2018, after accounting for inflation, public universities collected 43% more tuition per student than they did in 2008. But as student outcomes are more likely down than up 43% in the past decade, pressures are exponentially higher on marketing and admissions personnel to meet enrollment goals, as well as on faculty who can’t avoid the headlines and recognize that enrollment shortfalls equal job insecurity...

    Jeff Young’s EdSurge report on Siemens’ comment included a response from Maria Andersen, former community college faculty member, arguing that the reason traditional universities aren’t like for-profits is that “90 percent of the curriculum and pedagogy decisions are owned by faculty, and what that means is that the institution as a whole cannot make quick moves… When you have 100 people wanting to steer the ship in different directions, it doesn’t make for a quick move when there’s something that needs to happen.”... As Hannah Arendt demonstrated, pernicious evil is most often found in banal choices to advance one’s career....

    The sad bloom of liars and con artists that have attracted the attention of Vedder, Siemens and an increasing percentage of the American public, isn’t anomalous, but rather systemic – what happens when high-pressure marketing and “yield management” practices meet deteriorating student outcomes and enrollment.

    Last week, a friend and faculty member at one of the schools implicated in Varsity Blues – who hadn’t read Vedder or Siemens – told me he's had a prise de conscience, wondering whether the entire enterprise might be a scam. There’s a fine line between selling hope or a dream, and selling snake oil, and in his view, many traditional institutions have already crossed it.

    Like Vedder and Siemens, boards of trustees intent on preserving the reputation of their institutions should be very concerned about lying and cheating in order to boost rankings, or meet enrollment or budget goals, or please a manager, or increase job security by breaking academic standards to progress students... The good news for colleges and universities is that such codes of conduct already exit: their missions that commit them to always acting in the best interests of students.
    So as enrollment headwinds strengthen, boards should mandate new training programs for all employees with a focus on applying the school’s mission to moments of truth in the student lifecycle – both direct and indirect (such as reporting data). In addition, boards should add resources to the internal audit function and ensure that unit’s authority spans every student-facing function. If they don’t, as it becomes ever clearer that for-profit colleges no longer have a monopoly on villainy, the regulatory apparatus of the U.S. Department of Education will be forced to police all Title IV-eligible institutions, ensuring colleges and universities actually follow their missions and act as heroes rather than villains.

    There is the Dallas College Richland Campus Music Department in a nutshell. Derrick Logozzo and Melissa Logan push everyone to become a music major and take dozens of hours of music that apply to nothing or for the few that are pursuing other majors take numerous music hours that are not on any degree plan. By artificially increasing the enrollment it makes it look like the department is much larger than it really is. Funding is based on those numbers. But, when a student should be on a two year program taking only 1 ensemble and 1 lesson per semester for four semesters is put into dozens of hours that are not on a degree plan and will not transfer they exhaust their financial aid and eat up the hours eligible for in state tuition. Not to mention taking 4 ensembles and 2-4 lessons when only 1 ensemble and lesson are on the degree plan has other catastrophic results.

    Most of these students would never be admitted to a real school of music as they do not have the background, skills or academics to succeed. So, they have no hope of doing anything with those hours. Of those who have the skills and background to succeed, they are derailed by this predatory advising. Music majors at real schools practice their primary instrument 4 hours a day 6 days a week minimum or more and develop strong piano skills. With numerous excess garbage credit on their plates Richland students can't do what is necessary to prepare to transfer and finish a Bachelor's. Though Richland boasts the top adjuncts available, they cannot serve students who are being advised into disaster!

    Higher education and student affairs is a broad field where individuals with a variety of skill sets can contribute to the overall success of an institution. Working with students can be technical, navigating between red tape, periods of policy reform, and crunching numbers related to enrollment, tuition, and complex curricular changes. Many corners of the field may require highly developed interpersonal skills, empathy, motivation, and an understanding of student development theory. The ability to leverage a bureaucratic environment, establish positive relationships in intense political cultures, and deliver exceptional service in high-stress situations are also desirable skill sets for professionals working in higher education settings....

    Advising in the Community College
    In many ways, community college Academic Advisors are the rock stars of higher education, as those most successful in impacting students are constantly striking a balance between technical knowledge and compassionate guidance. Perhaps more frequently than in other areas of an institution, they often shoulder the institution’s enrollment and retention pressures, while still maintaining a commitment to the best interests of students. An Advisor’s work often involves helping students make sense of overly complex curricular pathways, aligning majors to ever-changing workforce opportunities, identifying bottlenecks in the student experience, and sometimes guiding students away from their dreams.

    ....Academic Advisors often fulfill the role of caretaker, mentor, and guide throughout the entire student experience. This support, as she pointed out, is critical as the College streamlines its transactional services....

    When I take a step back and look at the Advising department I currently lead, I can see the swelling of Advisor responsibilities within our setting. While providing guidance related to curriculum makes up a large portion of the Advisor role, individuals are also expected to help a largely first-generation population understand what it means to be a college student. They look into the eyes of students who have turned to our college as their last hope to obtain an education and improve their lives, and help them find a motivational spark. They are often responsible for telling students they can no longer return to the institution due to their low grades, or that the career an individual has been trying to build may no longer be an option due to a competitive admission process...

    When community colleges fail to foster success in students’ lives, the doors for future education begin to close.

    Community college advising requires an exceptionally high level of compassion, coupled with a whole lot of grit. As underprepared students embark on their educational journeys, the learning curve can be steep, the stakes high. When barriers such as grade point average, past criminal history, lack of family support, and financial strain appear, they often appear in a profound way for a community college student.....

    Academic Advisors contextualize how student situations can have both academic and financial consequences. A strong understanding of Financial Aid requirements regarding completion and progress frames a more holistic approach when working with students, and helps Advisors provide guidance from a variety of perspectives.

    Dallas College had a Town Hall Meeting today. There were 11 panel members and apparently I was the sole attendee. Much time was spent patting themselves on the back. Chairman Diana Flores admitted that students have been averaging 90 credit hours. The Associate's Degree is 60 hours and she was adamant that no student should take more than that 60 hours. She went on to state that, "education alleviates poverty." She talked of going from poverty to the middle class herself. There was mention of higher education being "demystified." She wants completing degrees to be barrier free and for students to achieve gainful employment.

    Step number 1 is to remove Derrick Logozzo and Melissa Logan and get people in who will advise honestly in the students best interest following degree plans and staying within that 60-66 hours that will transfer. Chairman Flores needs to lead the board to providing proper oversight and addressing these issues as clearly the administrators they have hired are not doing their jobs.

    Compare the excellent advising at Brookhaven shown above to the absolutely criminal advising Derrick Logozzo and Melissa Logan are still doing from spring 2020. For each of the 4 long semesters (fall and spring) the students should be in Music Theory (3 credit hours,) Ear Training (1 credit hour,) 1 MUEN / ensemble (1 credit hour,) 1 MUAP / private lesson on 1 instrument (2 credit hours,) Piano Classes 1-4 and recital / MUSI-9176. Musi 1307 / Music Literature (3 credit hours) is a required core and music class.

    Access Denied

    Simply put, Dallas College has Guided Pathways. Those mirror the degree plan and will transfer as a block. Texas Universities only accept 60-66 hours. Excess hours exhaust financial aid and put students into out of state tuition at Texas Universities. All students should take only what is on the Guided Pathway or required by the university they are transferring to. The music advisors are filling chairs, and openly defying the college administration to keep department numbers up. The Transfer Center will get students in touch with the colleges they are interested in and students can be sure they are in the right major and taking classes that will transfer. Predatory advising ends college careers and is a bloodbath for the taxpayers!

    What does an Operatic career look like? | The College Audition Blog
    I am trying to be realistic... there is a long, grueling process that most aspiring singers never hear about. This post is intended to help shed light on what it takes to build a career and some of the struggles you may encounter along the way. There is a great book for musical theatre students called Making it on Broadway that is full of stories about the difficult climb to the top, but I have never seen a similar book for opera singers. This post was inspired by that book and takes a similar approach to the subject – a cold, hard look at the dirty truth about the climb to the top.....

    According to Opera America, there are around 150 opera companies in the United States and Canada...Some of my friends have gone through the worst of the worst and have come out on the other side as successful singers. Others have decided that the career path was more than they could handle or that it required more than they were willing to sacrifice. Many of my friends who have come to one of those conclusions have still enjoyed performing part-time or have found other fulfilling careers that involve music: casting, artist representation, arts administration, music education, music therapy, and/or starting their own small businesses. Many of them would tell you that their academic training in vocal performance prepared them for those alternative career paths and they wouldn’t change a thing. Others would tell you that if they would have known in high school what they know now, they would have majored in something completely different...

    Step #1: Bachelor Degree
    The Bachelor degree is step #1. The bachelor degree builds your foundation as a professional musician. You will learn theory, history, languages, and acting while building a strong vocal technique. Unfortunately, the bachelor degree in performance is really only a starting place for your education as a professional musician....

    Step #2: Graduate School
    Grad school is where the real vocal development happens for many classical singers. With general education requirements out of the way, singers can spend more time focusing on their singing. Since the voice is usually more mature by the time a singer reaches graduate school, students can usually make significant technical progress during their degree....

    Step #3: Choose A, B, or C
    A) Performance Certificate/Artist Diploma – Many students choose to continue their academic study in a performance certificate or artist diploma program.....

    B) Doctorate – Many students stay in academia to pursue their Doctorate.

    C) Start auditioning for the YAP circuit.

    Step #4 – The YAP circuit
    The YAP circuit is slang for a roughly tiered level of Young Artist Programs that student singers (age 21-35) move through as they pursue a professional career...

    A) Pay-To-Sing – PTS programs require the singer to pay a fee (tuition) to sing in a season of concerts and/or operas. Famous programs of this type include Brevard Music Center, Aspen Music Festival, and Opera in the Ozarks. The fees for participating in these programs usually range from $2000-8000....

    B) Non-union YAP – YAPs come in union and non-union form. In a non-union YAP, there are no minimum requirements for artist treatment, housing, or pay for the artist. Last time I checked (2010), the lowest paying YAPs were somewhere around $600 for 8 weeks, with housing and lunch provided. Performers in this YAP had one day off during the 8 week period and worked around 10-12 hours a day (this information may now be outdated). The better paying YAPs offer between $1500+ for 8 weeks, with one day off a week,....

    C) Union YAPs – These are the highest level of the YAP circuit. The union, AGMA, limits rehearsals to six hours a day (as of 2010) and requires companies to pay established minimums that correspond to the size of the role. These programs tend to pay somewhere in the $250-525 per week range....

    Auditioning For YAPS

    I found that opera companies: -Charge you an audition fee to audition (usually between $25 and $100 per company) and they often require you to pay for your own accompanist, either bringing your own ($25-50) or paying for theirs (~$20). Therefore, I found that I needed to budget $50-$150 for each audition....


    Budgeting to find a gig
    Because of all of the costs involved, you will need to budget for each year’s auditions. Here is a sample budget:
    -Fees $1,125 (15 auditions with combined fees of $75 each)
    -Airfare $500
    -Ground Transportation $200 ($85 city transport pass and $115 for taxis)
    -Practice Rooms $150 (15 half hour slots to warm-up before your auditions at a cost of $10 per half hour)
    -Food $300 (Breakfast, lunch, and dinner over a two week period)
    -Lodging not included.......

    Just remember that you will only be making $600-2000 for the gig once you land it. So you may be performing at a loss when you factor in what you spent on auditioning.....


    Summary
    Pursuing an operatic career, in my opinion, is currently the most difficult of any of the possibilities for singers.
    Melissa Logan and Derrick Logozzo making virtually everyone who walks through the door a music major is not going to end well for the vast majority. It is extremely costly and competitive out there in the real world. Very few will ever even get a Bachelor's in Music and excess hours that Logozzo and Logan advise people into will cost thousands in out of state tuition for what is only step 1.

    Former student of Derrick Logozzo:
    "So I'm out $2k because UNT's Financial aid office misplaced a form I turned in back in August, and now I can't take classes or get my transcript from the school. Even though I'm kind of screwed, I'll stay optimistic and say that now I can finally take a break from school. 3 years of community college and 3 years of university has given me great experiences and friends that mean so much to me. I'd like to thank all of my teachers and mentors these past 6 years for helping me in every way."

    Another student that has been Logozzoed into disaster. Any student that hits the 150 hour mark (Bachelor's Degree credit hours plus 30) will be charged out of state tuition at UNT. Financial aid will not cover the thousands in additional tuition. At 180 credit hours financial aid is exhausted. Derrick Logozzo and Melissa Logan are not getting students out with the 60 hours that will transfer, but putting them in dozens of credit hours beyond that 60 that will transfer. Only students that have a very strong background in music and excellent skills that are highly likely to succeed should ever be put into the music program as a major. The vast majority of students Richland is getting should be taking an ensemble for fun while pursuing a degree that will put food on the table. The advisors keep lying to students and telling them that they need the dozens and dozens of hours of music nonsense that won't transfer and applies to nothing and this is the result.

    6 years and no degree is beyond ridiculous! This student is now substitute teaching, working behind the counter at a music store and teaching a few private students. That is not full-time gainful employment with benefits that people need to survive in the real world. Dirty advising to fill music chairs at Richland is seriously harming people. It is vital students be presented with the truth and given all the facts so disasters like this do not happen. This is bad advising in action.

    ...FERPA gives you the right to see your academic records, but you aren't entitled to a copy bearing the official stamp of the registrar. Since that's what most schools require as part of a complete application, that still leaves you without the documentation you need to resume your education. Some schools will provide you with an unofficial transcript. That's usually enough to start your application elsewhere, but you likely won't be able to complete the application without an official copy of your transcripts, which brings you back to your unresolved debt.What can students do to complete their degrees when their transcript is withheld?

    There are four strategies to free up your transcript:

    1. Pay the money you owe
    2. Negotiate with the school registrar
    3. Contact the state Department of Education
    4. Declare bankruptcy.....

    So very few actually graduate Dallas College or transfer. Of the few that transfer most of them never finish a degree as they have been advised into disaster by the Richland College Music Advisors. A student that graduated and transferred out as a Music Education major spent one year at a Texas university and then ended up at Tarrant County College in an excellent vocational program that has led to a very good paying job. But, that student now will face out of state tuition and loss of financial aid if they decide to go back and complete a 4 year degree.

    Another graduate that spent 3 years at Richland and graduated is pursuing a Music Therapy degree. That student has spent 3 years at the university and has another full very challenging year ahead. If they graduate at all with the out of state tuition they are paying and possibly in danger of exhausting their financial aid, it will have been 7 years of work or more and likely mountains of debt.

    The music advisors at Richland try to make everyone a music major. They are not giving students the cold hard facts about how incredibly challenging it is to finish the degree and how competitive it is in these programs and in the job market. Logozzo and Logan are loading up the chairs at Richland and have pretty much destroyed the program. They know nothing about the degree plans at any universities as evidenced by the student records posted here. No one would take more than the 60-66 hours that will transfer that has the facts. Many have more credits than it takes to get the Bachelor's Degree. Transfer students get tested in Music Theory and may have to repeat, they often get put back in Sophomore level MUAP and may have courses that won't transfer as well.

    Music Advising – Music at Richland – Dallas College
    Richland Music faculty are constantly reviewing and staying current with collegiate music standards for music courses and degree programs across the United States to help advise students for successful transfers to four-year colleges and universities.
    The Fort Worth Star Telegram article tells of the students at UNT that are paying out of state tuition and in some cases doing so after they have exhausted their financial aid. That is what Derrick Logozzo and Melissa Logan are setting their advising victims up for.

    Logan is completely incompetent. I was one of the ones she asked for advice on what the easiest science class is for one of the students she advised into disaster. I answered rock jock science as Geology is one of the easier classes. But, as we see here with the 145 hour degree, one who takes the correct science classes will be much better off. Music students take 32 of the 42 required core hours and do not transfer core complete so they must take whatever the university requires and plan that from day 1 as part of their Associate's degree. If this student left Richland with 120-130 hours as many do, they are way over the 66 that will transfer and like most will never finish. At 30 hours over the degree out of state tuition kicks in and soon after financial aid will be exhausted.

    Dallas College must remove these predatory advisors and get students to real advisors, Career Services and the Transfer Center. How many academic careers have to be destroyed? Only 3 former Richland students graduated with Bachelor's in Music this year. That tells the story!

    Dear Berkner Band graduates and parents, please be aware that the music advisor at Richland College, Derrick Logozzo is putting the band students in excess hours that are causing them to lose financial aid at Richland and worse the students could be slapped with out of state tuition when they transfer to a 4 year college to complete their music degrees. The students are so overloaded with classes that won't transfer that many fail core classes and never even complete an Associate's Degree:

    The DCCCD board and every level of the administration are now aware. They said this is the perfect time to address these issues as the music departments are consolidated into one. I have inquired as to how the college intends to handle the out of state tuition for the students that Derrick Logozzo and Melissa Logan have harmed. I also made it clear to all that I fully expect that the predatory advisors be removed. Enough!

    Richland College Music Department Receives National Association of Schools of Music Accreditation The Richland College music department recently received accreditation by the National Association of Schools of Music (NASM). This prestigious accreditation was announced at the NASM annual meeting in Arizona on Nov. 19.
    This accreditation means that the Richland College music program meets all the same standards for the first two years of music study as any four-year institution, making our transfers transparent,” said Diane Hilbert, executive dean of the Richland College School of Humanities, Fine and Performing Arts. “It means that we now have a voice at the national table to participate in national and state concerns regarding music education and to work with our colleagues in planning for the future of music education and the needs of our students and the changing workforce they will enter.”
    For the past four and a half years, the music faculty have been working through the process to be granted accreditation by NASM. At the NASM Annual Meeting, 312 applications for new and renewal accreditation were reviewed by the NASM Commission on Community College Accreditation. Richland College was one of only two two-year institutions in the United States that were approved for new accreditation, and the fourth two-year institution in Texas to be nationally accredited by NASM. Other Texas two-year institutions to receive this accreditation include Del Mar in 1948, Odessa College in 1964 and Amarillo College in 1966.
    Before receiving this accreditation, Richland College completed a thorough application process. This involved Hilbert attending the American Association for Women in Community Colleges (AAWCC) Leaders Institute and completing a process map and budget project, inviting a NASM consultant to evaluate all aspects of the Richland College music program, completing a self-study, receiving a site visit from the accreditation team, responding to recommendations from the team and submitting recommendation updates to the commission.
    “This would not have been possible if it had not been for our music faculty and our students’ commitment to the quality and growth of the music program,” said Hilbert. “Additionally, the process of the self-study enabled us to identify opportunities for improvement and to plan strategically for the future needs of the program.”
    Founded in 1924, NASM is an organization of schools, conservatories, colleges and universities with approximately 650 accredited institutional members. It works to establish national standards for undergraduate and graduate degrees and other credentials for music and music-related disciplines, and to assist institutions and individuals engaged in artistic, scholarly, educational or other music-related endeavors.     The horrific problems in the music department are being thoroughly investigated and sweeping changes are coming. As a top administrator pointed out, Richland College no longer exists. The dishonest advising to fill chairs can't be swept under the rug any longer. So, the accreditation for a school that no longer exists will not likely be funded going forward.

    Richland, under Derrick Logozzo's disastrous leadership, has not been the first two years of a legitimate college music program, but 3-5 years of chair filing for any hapless student that walks in the door. Everyone is pushed to be a music major and/ or take gobs of ensembles and lessons that won't transfer. Derrick Logozzo and Melissa Logan have destroyed the academic careers of hundreds of students by exhausting their financial aid and putting them into our of state tuition at their own Texas Universities with nonsense music classes.

    Donna was my supervisor at Richland College. During our time working together, she became so much more. She welcomed me to her family; we were sisters born of different mothers. She had a presence. She cared deeply for her students and those whom she supervised. She was a proud mother. She loved her family and spoke of them daily. She loved her friends. She was dedicated and set the bar extremely high for the rest of us. Her absence will be felt throughout the District. Her laughter will echo through the halls of Richland. She will be missed by many, and will never be forgotten. I count myself blessed for having known her.

    Concern: Derrick Logozzo is registering students in excessive hours in music ensembles.

    Response: Guided Pathway advisors are available to students to be advised for core classes and to register for their classes. Music coordinators are available to advise students for music classes. Guided Pathways advisors may register them, or students may register themselves for their courses. Music coordinators have been instructed to follow the Guided Pathway and may not require students to enroll in courses outside of the Guided Pathway.The Guided Pathway indicates that students are not required to enroll in more than 4 semester credit hours MUEN and 8 semester credit hours MUAP to complete that component of the Field of Study in Music. Should students choose to take additional courses, they have the option to enroll in continuing education sections of MUEN and MUAP and not accrue credit hours. Non-degree seeking students may enroll in credit or continuing education sections of music courses. Student enrollments will continue to be monitored to ensure alignment with the Guided Pathway.

    · Concern: It’s a conflict of interest to have the faculty advise students
    · Response: Music faculty are the content experts and will only advise students for music courses.Music faculty will not register students for music or core classes. Guided Pathway advisors will be available for students to be advised for core classes prior to enrolling in music classes. Students and Guided Pathway advisors will register students for music and core classes.
    Concern: Students should be told that CE is an option

    o Response: Students have been informed that CE sections of music are an option if students wish to pay CE tuition as opposed to accruing credit hours. CE will set up notifications in the course schedule that concurrent sections of music classes are available on demand for student registration for fall 2019.
    · Concern: Music faculty should be using the degree plan for the four-year institutions to determine how many ensembles, private lessons, and music classes students should be enrolled in as well as following the guided pathways to the letter

    Response: This has also been the practice at Richland College....


    While the dishonest advisors Derrick Logozzo and Melissa Logan were filling chairs in the music department, Donna Walker was fighting a courageous battle against cancer. She wanted to work for as along as possible to keep serving and protecting the students she cared so deeply about. So, as she was giving me all this misinformation, we must examine why. She was in a fight for her life and working what equaled numerous full-time jobs. Clearly those under her including Derrick Logozzo, Melissa Logan and Diane Hilbert were not providing her correct information or honest answers.

    President Kay Eggleston instructed Diane Hilbert to carefully analyze the students records in the summer of 2019 and make recommendations. Clearly Hilbert did not accomplish anything. The advising in the department is much worse than when I sounded the alarm in 2018. Now, with the campuses all under one college there will be momentous changes. I fully expect that the dirty advisors will be terminated and that a fund will be set up to help students put into out of state tuition by these malicious advisors.

    Please light a candle for VP Walker and know that there are folks out there that will carry on her legacy of caring for and serving the students at Dallas College.

    As I have stated numerous times, the program is a disaster. 3 students that came out of the Richland Music Department earned Bachelor's degrees in music this year. We know that most the the handful that graduated and / or transferred have dropped out.

    I confirmed that a student that attended Richland, spent the last 2 years at Texas A & M Commerce and then did a surprise graduation from Richland this past spring, has left Commerce without a degree. Another Richland student that started in Commerce in the fall of 2019 has also thrown in the towel with no degree. That student left Richland with easily 120 credit hours. They quickly realized that classes at a real school are extraordinarily challenging or hard as they said when they came to visit Richland in the spring. Commerce does not put students into 4 ensembles and lessons on several instruments. One has to take classes on the degree plan there. The 1 lesson is on one's principal instrument and the students have to cover enormous amounts of technical exercises and literature. 4 hours of practice a day 6 days a week is a minimum for most studios for performance majors. The students have to meet an extraordinarily high bar, pass junior barriers and prepare for junior and senior recitals.

    Richland students dabble in so many things that Logozzo and Logan load them with that most don't master anything well and are woefully unprepared to transfer. One has to do tremendous work on their principal instrument to be prepared to transfer. We are talking 4 or more hours of practice daily and hours of work on piano to pass the proficiency test and be able to accompany when needed. The excess credit hours quickly land them in out of state tuition which leaves them having to cough up thousands that financial aid does not cover and then some end up exhausting their financial aid entirely. Richland's music department is a college career ender for almost all that walk through the door and get advised by Logan or Logozzo. It is imperative that these advisors be shown the door and people who will honestly advise students and carefully screen potential music majors be brought in.

    Another horror story concerns a student that started at Richland, transferred to UTA, came back to Richland and then went back to UTA again. As far as I know this student never earned any degree anywhere. They are likely still working fast food thanks to Logan and Logozzo's advising.

    What is meant by Excessive Hours?

    Texas Education Code § 54.014 specifies that resident undergraduate students who initially enrolled as an undergraduate student in an institution of higher education fall semester 1999 and later may be subject to a higher tuition rate for attempting excessive hours at any Texas public institution of higher education while classified as a resident student for tuition purposes.

    • Undergraduate students who enrolled initially in the fall 2006 semester or subsequent semesters cannot exceed more than 30 hours of the number of hours required for completion of the degree plan in which they are enrolled. Any hours beyond 30 are considered excessive....



    Degree plan hours include the total number of hours required for a student to complete his or her degree plan. If you are an intended or undeclared major, your degree plan hours default to a count of 120. Students with excessive hours are encouraged to contact their academic advisor to review their degree plan and insure that it is complete, accurate and to verify the hours required for completion.
    You may apply for graduation; however, application for graduation does not preclude out-of-state tuition.

    We urge you to work with your academic advisor closely to determine the shortest path to completion of your degree. For a list of academic advisors please click here.
    If you do not meet the admission requirements for your desired major or cannot graduate in a timely way from the degree program in which you are enrolled, we strongly recommend that you consider changing to a different major. UTA offers bachelors, masters and doctoral degrees within 12 academic units.     Richland College provides special events for student advancement, beyond the regular curriculum, with national and regional clinicians, commissioning of new works, music festivals and competitions, run by our students to learn leadership, as well as guest performers and conductors being featured in concerts with our students.
    An example of this, is our Carnival of Steel, with guest-artists: Annie Nirelle, David Rudder, and Ray Holman. Richland also provides opportunities to music students in performing groups -- to travel nationally and internationally -- to perform in major concert and clinic events. Examples would include the Texas Music Educators Convention in San Antonio, as well as the Carnival Cruise lines in Cozumel, Mexico.

    Carnival of Steel is beyond dead. In 2018 there was only 1 vendor with handbags and such and that booth sold almost nothing. In 2019 there were no vendors. Derrick Logozzo hires a food vendor every year to feed students and guests artists. In 2019 half of the groups that performed out in the rain (read monsoon) in the breezeway or lobby as we we moved indoors so that we wouldn't drown were Richland groups that were asked to perform by Logozzo in desperation to have warm bodies there. I worked the event all day as I want to support the Music Department.

    It was so dead that the only audience was the parents that came in on the buses with the handful of performing groups. Logozzo had to order his student workers to play audience and fill chairs in the breezeway and clap for our guests as the place was deserted.

    The evening concert was almost deserted as well. None of the 5 or 6 performing groups stayed to hear it. The audience was parents of the 25 students Logozzo registered for the Steel Drum Band, Logozzo's family, the families of the guests artists and a very few outside patrons who came in for the performance. The auditorium probably had only 80 or so audience members.

    For the students in the ensemble it was the 3rd or 4th ensemble on their schedule. Students are supposed to be in only 1 ensemble each semester for only 4 semesters total as that is all that will transfer. The students had to waste hours and hours in extra rehearsals with the guest artist and working the show for this 1 credit class that is using up precious financial aid hours and rocketing them to out of state tuition.

    The College blew thousands of dollars on this ridiculous thing.

    Undergraduate Credit Limitation (the 150-hour rule)

    Section 54.014 of the Texas Education Code was amended during the 76th legislative session to allow institutions of higher education to charge a higher tuition rate to resident students for semester credit hours attempted in excess of 45 semester credit hours above those required for completion of a degree program. The law applies only to new undergraduate resident students beginning in Fall 1999 or later. The 79th legislative session reduced the semester-credit-hour limitation to 30 semester credit hours for all new undergraduate resident students who enroll for the first time in Fall 2006 or thereafter. The result is that all undergraduate students must complete their degree requirements within 150 semester credit hours.

    The 45 (or 30) hours include courses which are repeated, duplicated, or courses for which the student received a grade of “W.” Although the law allows some exclusions, hours for courses passed, failed, withdrawn, and dropped are counted in the 45 (or 30) hours if the student took them while paying resident tuition at a public institution in Texas. Students are encouraged to seek academic advising and to follow the official degree plan in the approved catalog of graduation.

    Resident undergraduate students who initially enrolled during or after the Fall 1999 Semester and who enroll in courses in excess of 45 semester credit hours above those required for completion of their degree program will be assessed an additional charge per semester credit hour (for amount, see Additional College and Course Fees and Incidental Charges section of this publication). Effective Fall 2006, all new undergraduate resident students will be assessed the higher tuition rate for semester credit hours attempted in excess of 30 semester credit hours above those required for completion of a degree.
    In rare cases, an undergraduate student may have experienced exigent circumstances that would explain the need to complete the degree beyond 150 semester credit hours. In those cases, a student may petition to appeal a charge incurred because of the 150-hour rule. The circumstances must have been severe, ongoing and must have directly affected the student, such as hospitalization of the student. Appeal packets must include official documentation of the exigent circumstances. Students with questions or who wish to appeal this policy due to extenuating circumstances should contact their assigned academic advisor.....

    Undergraduate Credit Limitation Charge - 30-Hour Limitation CL30 $500.23 Credit Hour Effective Fall 2006, all new undergraduate resident students will be assessed the higher tuition rate of $500.23 per semester credit hour for hours attempted in excess of 30 semester credit hours above those required for completion of a degree to defray UTSA’s loss of formula funding revenue from the state. Students with questions or who wish to appeal this policy due to extenuating circumstances should contact their advising center. Please refer to “Undergraduate Credit Limitation” in General Academic Regulations.
    That is $9004.14 in extra tuition per semester that is not covered by financial aid. Send the bill to Derrick Logozzo and Melissa Logan!

    • Who determines my total hours? The Texas Higher Education coordinating Board (THECB) calculates the total number of attempted hours (including passed or failed) from all Texas schools attended (this includes Richland College / Dallas College)
    • What courses are included in the excess credit hour calculations?
      • Earned and unearned hours (including non-passing grades)
      • Withdrawn courses
      • Repeated courses

    • What courses are excluded from the excess credit hour calculations?
      • Credit hours earned after receiving a baccalaureate degree
      • Credit hours earned by examination or any other procedure by which credit is earned where tuition was not charged
      • Credit hours from remedial and developmental courses
      • Credit hours earned at a private institution or out of state institution
      • Credit hours taken as dual-credit prior to high school graduation

    • Can I continue to register for classes once I reach or exceed my credit hour limit? Yes, you will still be able to register for classes. However, you will be charged the additional Excessive Credit Hour fees ($168 per credit hour) for credit hours in excess of the state mandated semester credit hours
    • Do all students have the same credit hour limit? Credit hour limits are dependent on:
      • 30 semester credit hours above the number of semester credit hours required for completion of the degree program. Students who enrolled for the first time in a Texas public institution of higher education beginning with the 2006 fall semester and thereafter
      • 45 semester credit hours above the number of semester credit hours required for completion of the degree program. Students who enrolled for the first time in a Texas public institution of higher education from the 1999 fall semester through the 2006 summer semester
      • Exempt prior to fall 1999

    • What happens when I change my major? Students are held to the limit for the degree plan in which they enrolled
    • How can I find out how many hours I have?
      • Students requesting an exact total of all hours attempted must sign a FERPA Authorization Release Form – Excessive Credit Hours giving the Texas Higher Education Coordinating Board (THECB) permission to release information to the Registrar’s Office. THECB is the state agency that keeps track of all hours from all Texas schools attended
      • Please contact the Registrar’s Office, at 936-294-1040, for the FERPA Authorization Release Form – Excessive Credit Hours request

    • What can I do if I have exceeded my credit hour limit? You can contact your academic advisor to discuss your current degree plan. Your academic advisor will be able to discuss how many hours you have remaining to complete your current degree and can explore if there are other options that could reduce time to graduation. However, your current degree plan might be the quickest route to graduation and another route that shortens time to graduation may not be a possibility.

    PATHWAY TOTAL: 60 SEMESTER CREDIT HOURS
    With the Piano Classes I-IV that is 64 of the 60-66 credit hours maximum that will transfer. The predatory advisors Melissa Logan and Derrick Logozzo have been putting students into numerous hours beyond this. At 90 credit hours financial aid at the 2 year / junior college level is gone forever. All hours attempted whether financial aid was applied for or received count against that total period. Students cannot pick and choose what to transfer. The state tracks every single hour from every institution period. The dishonest advisors filing their own Music Department chairs should have been terminated a long time ago. Logozzo and Logan have destroyed this department and the vast majority of students have had their academic careers ended before they were barely begun.

    Undergraduate Excessive Hours

    Texas Education Code §54.014 specifies a maximum number of semester credit hours an undergraduate student may attempt while paying Texas resident tuition. Students who exceed the maximum hour limitations will be charged the non-resident tuition rate.
    Maximum Hour Limitations:

    • First term in Texas public institution prior to fall 1999 – Exempt
    • First term in Texas public institution from fall 1999 to summer 2006 – 45 hours over degree program
    • First term in Texas public institution from fall 2006 to the present date – 30 hours over degree program

    Financial aid does not cover the non-resident tuition and no appeals are entertained as is the case in most Texas State Universities. Please see the victims below.



    Derrick Logozzo is surrounded by his victims. 2 incredible adjuncts are there filling in as the department is collapsing and they are covering missing parts. 1 student already has a baccalaureate degree. Most of the rest in that group are in their 3rd, 4th or even in one case their 5th year as full-time students and should not be racking up any hours that are not required core class hours. Most have been put in 3-4 ensembles, plus numerous private lessons every semester and Fundamentals of Theory(non a college level course.) These students are dozens of hours over the 60-66 that will transfer as shown in the Guided Pathway from Richland above. For the few that graduate with an Associate's or that give up and transfer only a tiny fraction will ever complete a Bachelor's Degree thanks to the predatory advising of Derrick Logozzo who will do anything to fill his own Music Department chairs.
