So when I read the Recap 2.1 in the Harley World backup from Holbrook (who Waters denies is a part of this) he says "All of these parties
feel the BDR is very likely to get approved if the recommended lobbying strategy was funded and executed by November 2012. " But I thought the County didn't support the BDR ? So if that isn't in place Holbrook says " It is the opinion of the Consultant that without the support offered through the BDR,
that there will be insufficient Public Sector support to attract Private Sector
investment to support the Adventure Springs project. The question at this point for me is ... if they don't have sufficient Public Sector support why are they going forward? Especially since in 2.2 Preliminary Findings Regarding the Economic Zone Holbrook goes on to say "The Consultant's recommendation would be to seek up to 90 of the over-all financing to be borne by the public sector and/or the STAR Bond issuance when
combined. 90% combined funding .. 90% of what ? $500M? So the other 10% comes from operations? That's still $50M !! But he already says approval of the BDR is paramount. Who's kidding who? Contour is in this to suck off their fees during the design process .. they get 1% of public funding and 3% of private .. something like that. 1% is $500,000.000 and 3% is $1.5M and given their record in Houston with EcoWorld they confiscated whatever else they could again during design .. and then ran off. This is an unadulterated scam.


2.2 Preliminary Findings Regarding the Economic Zone-
The intent of the BDR is to create a Special Economic Development Zone. This Zone
would allow the use of some unique incentives based on both pay as you go financial
governmental contributions and cost avoidance as a catalyst for investors to make
such an investment in rural Nevada.
The anticipated revenue streams would likely seek to use Sales Tax (local and state
level) contributed into the zone as a Tax Increment Financing tool that can be used
to support a' STAR Bond. The BDR would seek to qualify the Star Bond use as a
funding source for part of the capital debt related to the private sector developer.
The addition of an incremental sales tax within the zone along with a venue tax and
parking taxes, as well as a resort user fee combined with hotel occupancy taxes
would also be sought to support a STAR Bond issuance. The STAR Bond would need
to be addressed to allow for such additional taxes to be used as revenue support for
the issuance. This would need to be addressed in the zone legislation as a tag on to
the existing STAR Bond program in Nevada. The developer and/or existing business
can count any existing predevelopment expenses and/or property debt outstanding
as part of their over-all contribution to the equity requirements of the STAR Bond or
other Financing utilized to support such projects.
The Consultant's recommendation would be to seek up to 90 of the over-all
financing to be borne by the public sector and/or the STAR Bond issuance when
combined. Any land given as a land grant by the public sector counts as equity
contribution towards the required equity for the capital raise. In addition, if gaming


2.1 Recap of Process To Date-
I have met with the Town Manager and the Ad Hoc Committee on October 11, 2012
regarding the issues discussed above. They seem supportive and encouraged in this
process. In addition, I have held several meetings with the chief lobbyists being
proposed for the special economic zone Bill Draft Request, namely Governor Robert
List and Senator Richard Bryan on behalf of Front Sight. I have met with the
Investment Banker, Don Hart to discuss the financing options for the site both public
and private sector objectives and possible strategies. I have also met with Jeremy

BDR would, if it successfully goes through Committee review and recommendation,
be approved into Law. Then, upon closing of the Nevada Assembly Session, it would
take immediate effect.
It is the opinion of the Consultant that without the support offered through the BDR,
that there will be insufficient Public Sector support to attract Private Sector
investment to support the Adventure Springs project.

Holbrook has yet to explain how he has paid $34,000.00 a year through the present for private school and yet it does not show on his bankruptcy. How much $$$$$$$ does he have in the business account(s) he has been making draws off of should also be disclosed. This bankruptcy is a complete farce. It should be dismissed and all his creditors should go after him in court for their money.

He sure has money to shower his trashy wife with every extravagance. He has lived like a king himself traveling Europe and consistently enjoying the lifestyle of the rich and famous. He had the money to sue a slew of reporters, bloggers and newspapers including me. What did he spend on that and did the schmuck stiff that dingy attorney wench? Disgusting!!!

I seem to recall Clown-Boy saying he spent $20,000 on that attorney-wench, and it left a bad taste in his mouth. Yeah, right. I'm sure he kept that money after he and Huber Heights reached a settlement agreement and he stuffed his fat piehole at the first all-you-can-eat buffet he came across after leaving the courthouse.

That Attorney-wench is definitely in the certifiably stupid category. No competent attorney will file a garbage case with no merit. She should have been well aware of the deluge of bad publicity his little adventure would create. Apparently, she will file anything if there is any chance she can make some $$$$$.

Big surprise, but the land for Earthquest has not been acquired by Contour yet according to the land records online. I am not recommending anyone hold their breath!

If Chris Brown is depending on the Sir Gasbag Method of Land Aquisition, Contour will never hold title. This method requires ownership by government entity and taxpayer assistance.

Tourism expert turns in Adventure Springs report

The Pahrump Town Board will finally get to hear the latest on the “Adventure Springs” project slated for the Pahrump Fairgrounds location.

The president of Contour Entertainment, Chris Brown, is expected to provide the board with the findings of his company’s phase II interim report Tuesday evening.

Contour was hired for the project roughly two years ago.

Details of the board’s actions will be published in Friday’s edition of the Pahrump Valley Times.

Board member Dr. Tom Waters cautioned that Tuesday’s report is just to determine whether the board will agree to move on to the next phase of the project.

He said that he did review the latest report earlier this month.

“There was some good information in it. I didn’t find anything in there that was shocking. I was told by somebody that the board should refuse to accept the report and to me, that would be like going to McDonald’s and ordering a hamburger then walking out because you didn’t want the hamburger. We paid for the report so we may as well look at the report, accept the report and use it to our benefit. If there is anything that we can do with it, then we should. The whole question is whether we should accept the report that we have already paid for. We are not allocating any more money, we are just going to talk about accepting the report,” he said.

To date, the town has spent more than $255,000 on the first two phases of the project.

Contained within the town’s agenda backup material, Brown addresses avenues to possibly finance any large tourism project.

“While the Vision Plan and conceptual illustration are significant steps in helping the town board and others understand the potential Adventure Springs development, the key focus of this phase of work is to understand the potential financial support that may be available through an insightful and collaboratively developed Public Private Partnership,” Brown states in his report.

Other items on Tuesday’s agenda include a presentation from Dr. Michael Voegele regarding the transportation of radioactive waste through Pahrump to the Nevada National Security Site.

Waters said he wants to learn more details about the issue.

He also said he fully supports the Yucca Mountain facility.

Board members will also decide on action items pertaining to creating a Request For Qualifications RFQ for the creation of a financial feasibility scope for the proposed Pahrump Airport as well as possibly waiving arena fees for an upcoming rodeo fundraiser next month.

Due to time constraints, results of Tuesday’s action items will appear in Friday’s edition of the Pahrump Valley Times.

And??? Where have the taxpayers of EMC heard that the property was being closed on and bulldozers were on it before? Jesus himself had few believers until he pulled a few miracles out of his hat. Until the property is closed on and those aforementioned bulldozers are doing something besides clearing a spot for a shiney new sign WITHOUT taxpayer assistance, dumptruck loads of bull droppings can be had for free.

This is sad to read, Think about the kids. Kids are our future. They will learn and love this park so much about dinosaurs (which most boys loveeee) like mine. Astroworld is gone, not much around houston for kids besides some museums that arent much and Galveston beach is super dirty. I dont believe all change is good but this wouldn't be just fun but educational.

If Contour was purchasing the land, Frank McCrady would be screaming about this development from the rooftops. How many groundbreaking dates have come and gone??? There is no way that EarthQuest having been funded and the land being purchased could have been kept secret with all the controversy surrounding this deal. No Clue needs to come with some proof of this wild story! How about a picture of those buldozers!

It's not what they were smoking, it's what they were drinking. According to locals, raw sewage had been dumped into Caney Creek by hillbillies North of Mont. Co. for years before being discovered by authorities. My best guess is the toothless hillbillies south of them that refused to tap into the flouridated water system (and more than likely authors of the moronic comments on the Dino Forum) have found this aforemention material floating in their well-water thereby causing brain-damage. Either that or the $20.00 a month they saved not paying the Water Authority was used to purchase Suda-Fed and Muriatic Acid (staples in a meth-heads diet).

To those losing faith in the leaders of government entities who have absolutely no ties to the communities in which they govern.....was on my way back home from my brothers property in Roman Forest and decided to "blow" into the property just SOUTH of the DreamQuest property and talk to the job foreman. Of course the first people I attempted to converse with had a poor grasp of the English language, and seeing as though I'm not from South of the border and don't have a good grasp of the Spanish language, I was pointed in the direction of someone I could understand. According to the Caucasian-in-Charge, the section of land being cleared will be nothing but a utility drainage ditch for the freeway, which will run to Caney Creek. When questioned point-blank if any of this had anything to do with the Dino-Park, his response was "absolutely not. They have a sign up the road, but you can't even read it." TO which I replied, "I know, we haven't been able to read it going on 3 yrs. now." (Must have been some of that Wal-Mart paint we paid $500.00 a gallon for.) Yes, No Clue, in setting the record straight, I paid property taxes for 15 yrs. to Mont. Co., right up until the time Cynthia Calvert broke the news of the shenanigans that were going on in the EMCID, so, yes, before another shovelfull of bulldroppings are dumped on my name, some of that tax money wasted WAS mine. My problems there had nothing to do with the EMCID, they started with another government entity (your school district), run by another individual with no ties to your community. As a matter of fact, he doesn't even live in your community, he lives in Kingwood. One would think an individual making $200,000 a year would at least live in the community that pays him that money. Do you really think he cares about you or your children or your tax money? Same goes for the head of the EMCID. He and the board decided he's done such a fine job with DreamQuest that he deserved a $50,000 bonus this year. During the years this scam (EarthQuest) was going on, they (the board) were spending more money on their personal expenses (that WE were paying for) than they were allocating for scholorships for the ENTIRE graduating class for New Caney High School. Fact of the matter is, they don't WANT your children educated enough to stand up and make informed decisions and to question what they do with YOUR money. When asked if she (my 17 yr. old daughter) wanted to move back to East Mont. Co. to finish high school with her life-long freinds, this was her reply, "Dad, I'm not academically challenged there." Which proves the old adage....Out of the mouths of babes, come words of wisdom.

Brilliant. It is about time someone went over to that property and asked the $60,000.00 question!

Any news on what the Pahrump Town Board did after receiving the report of the Adventure Springs project?

As of today, Friendswood has not sold the Earthquest property to Contour according to the county's land records. The price goes up incrementally every 6 months and will increase again on June 15th. The repurchase option expires on December 15 of 2013.

Why are we hearing absolutely nothing from Chris Brown and Frank "The Bank" McCrady???? Where is that genius of all things economic development --- Don Allen Holbrook???
