That pretty much hits most non-US folks since Bitpay, BitStamp and a few others that offer crypto cards only do so in the USA to US residents. Wavecrest and its partners/resellers had most of the market overseas and I'm pretty sure that some of their partners were selling debit cards and service in jurisdictions that they weren't allowed to under the contract with Visa International and Wavecrest, and Wavecrest knew/allowed it until just before Visa cut Wacrest's network off.
