The biggest scammers in China are foreigners preying upon other fellow-foreigners using China as a shield from their homeland law enforcement authorities. 48% of all expats working in China reported being cheated at least once in 2016 CTA survey and the average loss was $5.700. More than 80% of the problems come from job agents and recruiters who lie about the legal requirements to work in China or persuade new inbound expats to lie on their visa applications, or to buy fake university degrees or TEFL certificates to get a great-paying job - only to be switched to a crappy job after they arrive in China.
