MILWAUKEE — A broker accused of scamming hundreds of thousands of dollars from would-be investors is now facing decades in prison.

Prosecutors say Donald Kernan Jr. convinced friends and acquaintances he was a broker who delivered remarkable returns. On Facebook, the 26-year-old's Dreamertopia Investments promised to help clients "create your business, build your wealth and live your dreams."

Investor Spencer Paul said he's living a nightmare.

"It was all smoke and mirrors," said Paul. "There was no money behind it."

Paul said Kernan told him he was starting up a social media/tech company and needed money as capital to get a larger loan.
"He was going to pay us back, plus interest," said Paul.

But Kernan is now charged with felonies and Paul is out nearly $200,000.

According to the complaint, Paul first met Kernan at a Water Street bar where he offered Paul a risk-free opportunity to invest in his company, Dreamertopia. For a $12,500 investment, Paul would get a $5,000 profit.

Paul said Kernan soon had another offer: he'd pay a 25 to 50 percent return if he could open lines of credit in Paul's name to finance the business. Prosecutors said Kernan racked up $178,000 in charges.

"He was just getting hotels, trips to night clubs and restaurants and all this stuff," said Paul.

Court records show investors from as far away as New York and Washington state gave Kernan money to invest and lost everything. Prosecutors estimate their total loss near $700,000.

Still, Paul said he feels lucky.

"I'm able-bodied. I can still work and try to figure this stuff out," he said. "One of his victims was a cancer patient, and that poor guy. (Kernan) stole his life savings and retirement fund. That guy's got nothing now."

Kernan has three felony cases pending in Milwaukee County. He'll be sentenced in February. Once finished here, he'll be extradited to Illinois where he faces a felony case there.

When Ald. Joe Davis announced last year that he was running for Milwaukee mayor, he said he wanted to take on the city's rampant crime.

Who knew that Davis would have to start with his own campaign?

Donald Kernan Jr. — a campaign consultant and media adviser to the Davis campaign — was charged earlier this month with 12 felonies and three misdemeanors (https://wcca.wicourts.gov/caseDetails.do;jsessionid=C6DCA667980B3196905A9995 8FD2D42C.render6?caseNo=2015CF004026&countyNo=40&cacheId=AF494242BD5FF98561D9A83E263F9E23&recordCount=13&offset=1) for an elaborate check-kiting scheme at area banks.
Kernan also has done some campaign work in recent months for state Sen. Lena Taylor, a Milwaukee Democrat also weighing a mayoral bid.

A criminal complaint accuses Kernan of writing 38 bogus checks for nearly $250,000 on a worthless business account, using those nonexistent funds to open accounts with at least five banks. He then quickly made actual cash withdrawals for himself and rang up debit card charges at high-end shoe stores such as Christian Louboutin Boutique and Giuseppe-Zanotti and at Potawatomi Hotel & Casino — all before authorities caught up with him.

Kernan is accused of beginning the scheme in May and continuing it through August. Among the financial institutions that were hoodwinked by Kernan were BMO Harris Bank, Wells Fargo Bank, Johnson Bank, Associated Bank and U.S. Bank.

There could be additional charges. Prosecutors are looking into his dealings with PNC Bank, UW Credit Union and others.

"Investigators from the Milwaukee County District Attorney's Office are continuing to determine the full scope of defendant Kernan's fraudulent banking activities," the complaint says.

Kernan, who is in the Milwaukee County Jail, could not be reached for comment. He is being held on a felony count (https://wcca.wicourts.gov/caseDetails.do;jsessionid=C6DCA667980B3196905A9995 8FD2D42C.render6?countyNo=40&caseNo=2015CF004173&cacheId=AF494242BD5FF98561D9A83E263F9E23&recordCount=13&offset=0&mode=charges) of failing to appear in an unrelated Illinois criminal case.
His attorney did not return calls.

Davis acknowledged in a brief interview last week that his campaign paid $12,100 to one of Kernan's firms, Black Consulting, in the first half of the year, representing about half of Davis' total expenditures during that six-month span. Black Consulting was paid for campaign consulting, media work and a rental fee.

The Milwaukee alderman said he fired Kernan earlier this year and alerted prosecutors to his shenanigans.
"We did some background on him and found out he was not very forthcoming, and we turned over some information to the district attorney, so they took appropriate action," Davis said, declining to be more specific. "We did the right thing, Dan."

Assistant District Attorney Kurt Benkley, who is handling the case, did not return calls late last week.
What's not clear is why Davis didn't do his background check before bringing Kernan on board.
Records show that Kernan was charged in April 2014 (https://circuitclerk.lakecountyil.gov/publicAccess/html/common/index.xhtml) with two felony counts of identity theft in Lake County, Ill. A warrant was issued for Kernan's arrest in February when he failed to show up in court.

Even before that, the states of Washington and Wisconsin issued cease-and-desist orders (http://www.dfi.wa.gov/documents/securities-orders/S-13-1332-14-FO01.pdf) against Kernan and his company, DreamerTopia LLC, for selling bogus financial products (https://www.wdfi.org/_resources/indexed/site/newsroom/admin_orders/2013/DonaldKernanLLC_Petition.pdf) to several investors.
Those orders say a Washington resident sent Kernan about $30,000 — most of it from credit-card advances at 27% interest — to put into a Panama-based high-yield investment program called Safe Depositary in hopes that he could raise enough money to pay for a medical treatment.

Authorities said Kernan used the "vast majority" of those funds for personal use. None of the money was ever forwarded to Safe Depositary, which turned out to be a scam program.

"Between approximately July 2011 and the date of this statement of charges, Kernan has raised at least $500,000 by means similar to those Kernan used to acquire the Washington resident's funds," said the March 2014 order from the State of Washington.

Among the others bilked by Kernan were two Wisconsin residents who sent him more than $12,500 each to invest in a private equity fund called DTILP and who allowed him to apply for credit cards in their names. Wisconsin officials said he fell behind in paying the pair of investors, subjecting them to huge debts.

Kernan, who lived in Brown Deer, wasn't licensed to sell securities or act as an investment adviser. DreamerTopia has an F rating (http://www.bbb.org/wisconsin/business-reviews/business-opportunity-companies/dreamertopia-in-milwaukee-wi-1000007923/) from the Better Business Bureau.
Kernan, incidentally, is just 25.

"If you're anentrepreneur, or want to become one, I believe I have some insights and experiences that can help you make an incredible impact in the lives of others," Kernan says without irony on his website (https://donaldkernanjr.com/about/), which lists him as an "investor, author and freedom fighter."

Asked how he initially hooked up with Kernan and whether he was aware of his past troubles, Davis hung up on me. He did not return follow-up calls.

Davis hopes to take on Milwaukee Mayor Tom Barrett next spring.
Taylor, the Democratic senator, said last week that she hired Kernan to assist with fundraising calls. She said he maintained the call sheets and would literally dial the numbers for her to hit up donors.

Her campaign reports list no payments to Kernan in the first half of the year. She estimated that she has paid him about $2,000 for a few weeks' work in recent months, presumably since July 1.

"I didn't even know," Taylor said of Kernan's troubles. "If I would have known, I wouldn't have (hired him)."
Taylor said he reached out to her a while back. The Milwaukee Democrat said she hired him because she knew Kernan's father, Donald Kernan Sr., a Milwaukee County deputy sheriff.

Federal records show the father has filed for bankruptcy twice.
Asked about her possible mayoral bid, Taylor said she has yet to make a decision. She has previously run unsuccessfully for Milwaukee County executive.

"A lot of people want me to," Taylor said.
She didn't say when she would be making a decision — or who would be helping her make her fundraising calls if she jumps into the contest.

So let me get this straight. Donald publicly advertises that he is a card counter. Casino's are always on the lookout for card counters. They can spot them a mile off, and in this case they have his phoo to confirm it is him. Not only can you be banned from casino's for life for getting caught counting cards, you can also be charged criminally in some states.

What is even funnier is that EVERY card counter CLAIMS they have a secret that enables them to win by counting cards. Wonder if he offers refunds if his system doesn't work, or his student gets banned for life from the casino's; or gets criminally charged. Maybe that's why he has an office close to the criminal attorney. Wonder if he has him on speed dial?

.....Prosecutors say Donald Kernan Jr. convinced friends and acquaintances he was a broker who delivered remarkable returns. On Facebook, the 26-year-old's Dreamertopia Investments promised to help clients "create your business, build your wealth and live your dreams."

Investor Spencer Paul said he's living a nightmare.
"It was all smoke and mirrors," said Paul. "There was no money behind it."
Paul said Kernan told him he was starting up a social media/tech company and needed money as capital to get a larger loan.

"He was going to pay us back, plus interest," said Paul.
But Kernan is now charged with felonies and Paul is out nearly $200,000.

According to the complaint, Paul first met Kernan at a Water Street bar where he offered Paul a risk-free opportunity to invest in his company, Dreamertopia. For a $12,500 investment, Paul would get a $5,000 profit.
Paul said Kernan soon had another offer: he'd pay a 25 to 50 percent return if he could open lines of credit in Paul's name to finance the business. Prosecutors said Kernan racked up $178,000 in charges.

"He was just getting hotels, trips to night clubs and restaurants and all this stuff," said Paul.
Court records show investors from as far away as New York and Washington state gave Kernan money to invest and lost everything. Prosecutors estimate their total loss near $700,000.
Still, Paul said he feels lucky.

"I'm able-bodied. I can still work and try to figure this stuff out," he said. "One of his victims was a cancer patient, and that poor guy. (Kernan) stole his life savings and retirement fund. That guy's got nothing now."....

I have been watching this for months and had contacted the authorities about his job with UPS and alleged whereabouts. I am not sure what finally landed him back behind bars. I hope they throw away the key!
