Are they the same scam as "Debt Settlement" ads? Even some celebrities started to endorse them. But I smell something fishy. Too many different website names for the same ads. Also I would question capability of most people they target to study independently. Diploma mill?

One would be well advised to check out the individual college selected to be sure. Some do turn out to be diploma mills and of those a few do get shut down. One can check for proper accreditation here:

Don Holbrook, the BS king of late actually thought he had earned a legitimate master's and doctoral degrees from LaSalle University. The FBI shut that scam down and I really would love to see the 200 page dissertation Holbrook bragged of. But, as usual he is not documenting his claims. Maurice Bernier the owner of the fatuous F5Mmillionaires club started offering students from third world countries the opportunity to graduaute from Khan Academy. I, personally, think they are a scam. The explanation I have read about the website names is that is what is used to determine the response from the lackofinformercial in the different time slots (eg: different time slots = different website names).
