The key is in this sentence:

An amicus curiae (literally, "friend of the court"; plural, amici curiae) is someone who is not a party to a case and may or may not have been solicited by a party
IOW, the defense or defendant finds "experts" to support their appeal to the Supreme Court

It is then up to SCOTUS to decide whether or not to consider the brief
