Simon probably just bought his plates from somewhere like this.

If you look at his plates there are no screws holding the plates on as there should be. (UK plates are usually fixed with two screws)
Simon probably just stuck 'em on temporarily with double sided adhesive tape or Blu Tack.

He should order these, they are much more appropriate and only £19.98
